SIC Code 1542 -- Indefinite Quantity Contract for Asbestos Abatement in Government-owned, GSA controlled or leased buildings in various counties in the States of Arkansas, Louisiana, New Mexico, Oklahoma and Texas, for a peroiod of one year from Notice to Proceed, with two 1-year options. This is a small business set-aside. All responsible sources will be considered. Estimated cost range: Up to $800,000 per year. Project No. 7IQ-98-004, Solicitation No. GS-07P-98-HUD-0093. Bid Opening scheduled for on or about 12/01/98. The solicitation, including any documents related to this procurement will be available on the Internet only on or about October 30, 1998. No hard copies will be available. All contractors downloading the solicitation shall notify this office in writing (either by electronic mail or facsimile) in order to be placed on the planholders' list. Contractors are responsible for downloading their own copy of the solicitation and amendments, if any. These documents will be in .pdf format andwill reside on a World Wide Web (WWW) server, which may be accessed using a WWW broswer application. It is the contractor's responsibility to monitor this site for the release of the solicitation and amendments, if any. There is a link at the bottom of the CBD Notice on the Internet that will take the reader straight to the page where the synipsis and solicitaiton is (or will be) posted. There is also a link to the point of contact's e:mail address. Contractors can also register to be notified by e:mail of new postings, inculding synopsis, solicitations, and amendments, to the site, so they do not have to check the site everyday. I encourage contractors to periodically check the sidt because it is still your responsibility to make sure you have all of the documents related to a solicitation. Work includes all asbestos abatement (Construction) activities, but may require the contractor to make site surveys, to provide determination for confirmation of asbestos scope of woek at site, to take bulk samples of suspect asbestos containing materials (i.e. ACM), and prepare reports on the results of the site surveys. The contractor may also be required to provide an Independent Hygienist from an Independent Test Laboratory, (1) to oversee the asbestos abatement (Construction) activities and (2) to take and analyze air monitoring samples. The work will primarily require asbestos workers, building laborers, carpenters, lathers, plasterers, truck drivers, industrial hygienists and other disciplines with specialized experience. Projects will primarily involve asbestos abatement, but may also include selective demolition and/or restoration, including reinsulation, reinstallation of ceiling, etc. More than one project may be in progress at any oone given time or location during the term of the contract. A bid guarantee will be required in the amount of $160,000. When the contract is awarded, performance and payment bonds will be required to be submitted prior to Notice to Proceed being issued. A pre-bid conference will be held at a time and location, which will be specified in the solicitation.
