crosbys@navair.navy.mil. The Naval Air Systems Command intends to
modify contract N00019-96-C-0150 with Lockheed Martin Federal Systems
(LMFS) of Manassas, Virginia to procure ten additional USQ-78A aircraft
kits and installations for incorporation in the P-3C aircraft, as well
as, related equipment including: color displays, integrated logistics
support, and spares. The contract action covered by this modification
will include the addition of a third LRIP option to the 0150 contract
to procure ten additional aircraft kits, installations and related
equipment. In 1996, the Naval Air Systems Command previously awarded
the firm fixed price low rate initial production (LRIP) sole source
contract (N00019-96-C-0150) to LMFS for the procurement of aircraft
upgrade kits and installations to the USQ-78 Display Control Unit
(DCU), designated as the USQ-78A. LMFS is the designer, developer, and
sole manufacturer of the Single Advanced Signal Processor (SASP) of
which the USQ-78 is a component. Further, LMFS is the only firm that
has the technical capability and specialized expertise, experience and
technical data necessary to perform the required effort. See note No.
