16 -- SOURCE SOUGHT SYNOPSIS FOR THE MULTI-SENSOR AGILE RECONNAISSANCE SYSTEM (MARS) SOL n/a POC Stephen C. Davis, Contracting Officer, (937) 255-2973/Capt Gary Henry, Buyer (937) 656-5514 The USAF is seeking sources capable of developing a Multi-Sensor Agile Reconnaissance System (MARS). MARS will support rapid precision targeting and other reconnaissance missions using an integrated intelligence suite. The suite will require integration of current and/or planned Synthetic Aperture Radar/Moving Target Indication (SAR/MTI), Signals Intelligence (SIGINT) payloads, and a new Electo-Optical/Infrared (EO/IR) Multi-spectral Imaging/Hyper-spectral Imaging (MSI/HSI) payload which is to be developed under MARS. The modularized, integrated system will be used to provide cross sensor cueing and a more usable data output to image analysts. The program is initially targeted to go on the U-2 aircraft; however, growth capabilities to the Global Hawk High Altitude Endurance Unmanned Airborne Vehicle (HAE UAV) will be an inherent part of the basic system design. Procurement of the integrated reconnaissance system is planned to begin in 1999. The following specialties are envisioned as being required forsystem development: 1) system integration; 2) EO/IR MSI/HSI sensor design and fabrication; 3) real-time data/imagery processors (on-board and ground-based); 4) multi-INT data fusion; 5) dynamic sensor/platform control; 6) data compression, recording, and transmission. Teaming for this requirement is encouraged by the USAF. In order to facilitate teaming, all firms which respond to this synopsis will be posted on the Wright-Patterson AFB PIXS Home Page at http://www.pixs.wpafb.af.mil. The USAF anticipates that some of the MARS requirements will require firms to have a TS security clearance and SCI access level to implement MARS within their facilities; therefore, firms responding to this synopsis must provide documentation as to their clearance and access level for both facilities and individuals. Those firms without the necessary clearance level should still submit information as they may yet have an opportunity for work under a teaming arrangement. An informational conference is planned for 28 Oct 98 at Wright Patterson AFB, OH. All prospective offerors possessing Secret clearances may attend. In order to accommodate all prospective firms, each firm desiring to attend must notify the Contracting Officer in writing (via letter or by facsimile 937/656-4054) with a list of attendees (name, address, project title) and submit a visit notification to the RMAG Security Services Desk (937)255-9960 via facsimile (937)255-7971 no later than 1500 EST on 21 Oct 98.
