Department of Defense (DoD), via the Common Airborne Instrumentation
System (CAIS) Joint Program Office (JPO), has a requirement for
commercial data acquisition systems and associated hardware and
software. These requirements will enhance the transitioning of DoD from
a Government developed data acquisition system(s) to the commercial
market. The data acquisition units must function in accordance with the
CAIS bus interface standard (A00.00-C001A). A copy of this standard, as
well as additional information about CAIS, can be obtained from the
CAIS JPO web site, http://cais.nawcad.navy.mil. The data acquisition
units and associated items are intended to operate in a variety of
environments, including fighters, bombers, helicopters, missiles, and
tanks. The ground support hardware is intended to operate in various
ground environments. The support software is intended to operate on a
personal computer. The Government intends to award, in accordance with
the Federal Acquisition Regulation (FAR) Part 12—Acquisition of
Commercial Items, an Indefinite Delivery Indefinite Quantity (IDIQ)
type contract. The offeror's shall propose a schedule of
supplies/services to the Government as commercial items (as defined in
FAR part 2&12). The offeror's may propose end-items that fill one or
more of the requirements, however, the proposed support items must
specifically support a CAIS end-item(s). These CAIS end-items need not
be vendor specific. Multiple awards will be considered with a two-year
base and three, twelve month option periods. Estimated dollar values
will be stated in the solicitation. The maximum delivery schedule is 18
months, however, proposed accelerated delivery schedules will be used
in evaluation of offeror's proposals. Delivery of these items may
include destinations such as: AATTC Fort Rucker, AL, AFDTC Eglin AFB,
FL, AFFTC Edwards AFB, CA, NAWCAD Patuxent River, MD, NAWCWD China
Lake, CA, and other DoD test facilities. Responsible sources may
