28768 Scope of Services Required: Forest Service contemplates award of
a firm fixed-price contract to an Architect and Engineer firm to
prepare only the design portion of an "H" shaped dormitory for Schenck
JCC. The dormitory will be one story with an approximate gross square
footage of 26,500 square feet. Statutory design cost limit not to
exceed 6% of total project cost. Project cost currently estimated at
$2.8 M. The estimated performance period for design is 120 calendar
days. Start date is tentatively December 1998. Completion date is
tentatively March 1998. Responses to this notice are due by the close
of business, November 2, 1998. Significant Evaluation Factors: (1)
Professional qualifications necessary for satisfactory performance of
required services; (2) Specialized experience and technical competence
in the type of work required, including, where appropriate, experience
in energy conservation, pollution prevention, waste reduction, and the
use of recovered materials; (3) Capacity to accomplish the work in the
required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Location in the
general geographical area of the project and knowledge of the locality
of the project; provided, that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project; (6) Acceptability under other appropriate evaluation criteria,
which include: Qualifications of Assigned Project Personnel,
Specialized Experience of Assigned Project Personnel, Firm's Capacity
to Perform Work, Firm's Experience/Past Performance, Energy
Efficiency/Waste Reduction Capabilities, Previous Job Corps Performance
Evaluations; (7) The volume of work previously awarded by the Forest
Service will be evaluated with the objective of effecting an equitable
distribution of the contracts among qualified A&E firms, including
minority, 8(a), or small disadvantaged firms that have not had prior
