C -- CONSTRUCTION MANAGEMENT SUPPORT SERVICES CONTRACTS TO SUPPORT THE PACIFIC FACILITIES SERVICE OFFICE FOR PROJECTS IN CALIFORNIA AND HAWAII SOL 052571-99-A-0001 DUE 111298 POC Contact Paul Kelly at (650)615-7220 or John Fraher at (650)615-7214. The U.S. Postal Service desires to contract for two Construction Management Support Services Contracts (CMSSC) to provide professional services for multiple design and construction projects within a specified geographical area. The CMSSCs will be indefinite-quantity contracts whereby services are requested by individual work orders to perform support functions for design and construction of Postal Service owned and leased facilities under work groups defined as follows: Work Group I -- CMSSC Home Office Support to provide all services necessary to perform total management services including, but not necessarily limited to, technical design reviews, construction advertising and award, claims consultation, cost estimating, geotechnical studies, and environmental studies and reports such as investigations of property for potential site acquisition and asbestos surveys and monitoring or underground storage tank surveys and monitoring. Work Group II -- USPS office in-house support. Work Group III—CMSSC on-site construction management support. The contracts will be in effect for a period of two years and may be extended by the Postal Service for three one-year renewal periods. The total maximum period to be covered, including the three option renewal periods, will not exceed five years. The total maximum contract value shall not exceed $9,500,000.00. The location of the facilities can be anywhere within the jurisdiction of the USPS Pacific Area which includes the States of California and Hawaii and the U. S. Trust Territories. Responses are desired from prime construction management firms or from construction management firms joint venturing with other firms able to provide experienced and qualified personnel and the services required. Conflict of interest: The successful contractor for this procurement shall not offer, accept an offer for or provide, either directly or through a subsidiary or parent company, any other labor, materials or services, except as provided by work orders. Merger or affiliation to any degree by the Construction Management Support Services Contractor with firms under contract for construction work on a facility identified in a work order issued under this agreement may be grounds for immediate annulment of the contract. Firms desiring to perform the services described are invited to submit their technical proposals to the office shown above by 3:00 p.m., November 12, 1998. Requests should reference RFP 052571-99-A-0001 . RFP packages may be picked up after October 9, 1998 at the office listed above which is located at 395 Oyster Point Blvd., Suite 225, South San Francisco, CA 94099-0300. Mail requests should also be sent to that address. A preproposal conference for all interested parties will be held on Friday, October 30, 1998 at 10:00 p.m. at 395 Oyster Point Blvd., Suite 225, South San Francisco, CA. Evaluation and selection will be a two step process based on technical factors and price. Based upon the technical proposals submitted in response to the solicitation, the evaluation committee will determine the most highly qualified firms . Only the most highly qualified firms will be given further consideration. Sealed price proposals, in the form of a multiplier(s), will be requested from the these firms. The evaluation committee will interview the most highly qualified firms based on the screening criteria as described in the solicitation and will rank the firms to determine the most highly qualified firm. Upon completion of this phase the evaluation committee will then open the sealed price proposals and select the two firms considered to be the best value based on the technical factors and price. Award may be made to firms who do not have the low multiplier. A maximum of one contract will be awarded to each of two firms. Firms responding to this advertisement in accordance with the foregoing instructions will be given consideration only if they have an office within a 50 mile radius of the two large metroplitain cities in the Pacific Area; Los Angeles and San Francisco.
