This synopsis serves as notice of intent to issue a purchase order under the Simplified Acquisition Procedures to Information Handling Services on a SOLE SOURCE basis for the renewal of 20 each user license for Haystack 1 Plus Database Access. This requirement is determined to be available from only one source because of the unique features and the proprietary nature of the software. The period of performance will be from date of award through 30 Sep 99. No formal request for quotation will be issued for this procurement. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition.
