R -- FURNISH ONLINE ACCESS TO SERVICES CONTAINING EXTENSIVE ARRAY OF DATABASES SOL LL001 DUE 110598 POC Anne Meglis, Law Librarian, (202) 727-6274 The Office of the Corporation Counsel (OCC) intends to issue a delivery order against the Library of Congress' FEDLINK Basic Ordering Agreement (BOA) to acquire services to access an extensive array of electronic online databses collected and housed by the provider to ensure uninterrupted service. The service will be used by the OCC staff in three locations, D.C. Council staff, and the 125-employee office of the Paternity and Child Support Enforcement Section (PCSE) located at 800 9th St., SW, whose primary usage of online services will be to locate absent parents for the purpose of enforcing court ordered child support. Required support services from the provider must include but not be limited to: 1) separate usage reports and billing arrangements for the aforementioned PCSE Section; 2) establishment and maintenance of a private database for the office; 3) several methods of access, including via the Internet, through a Windows-NT environment and for individual PC's; and 4) training, manuals, and software. Unlimited access to a broad variety of legal databases is required; including all State courts and statutes, all Federal courts from 1790 to the present; daily updates to Shepard's Citations; updated regulations from the CFR and Federal Register; congressional activities which include U.S. Public Laws and legislative histories; secondary legal sources which include the American Law Reports and American Jurisprudence; law reviews, and sources for public records, including locator databases for individuals and businesses, motor vehicle records for thirty-three states, including the District of Columbia, D.C. laws, advanced legislative services for D.C., decisions of the D.C. Board of Contract Appeals, and the D.C. Register; also all legal information affecting the OCC in the areas of personnel, labor, environment, tax, bankruptcy, and public contracts. Also required is access to a broad variety of news databases with national coverage of current affairs. Also required is access to full-text and abstracted medical information and company and financial information on public and private corporations. In order to be considered a potential service provider, interested parties must submit complete and concise documentation. Documentation shall include pricing and descriptions of all requested services to demonstrate capability to meet all the requirements specified above. All responsible sources may respond.
