Y -- DESIGN/BUILD U.S. ARMY RESERVE CENTER/OMS/AMSA, OAKDALE/PITTSBURGH, PA SOL DACA27-99-R-0001 DUE 112498 POC Contract Specialist, Denise Gill (502) 582-6544; Technical POC -- Mark Ringenberg (502) 625-7538 Design and construct a new army reserve complex in Allegheny County, Pittsburgh, Pennslyvania, containing a 12,370 SM training center, 1,486 SM organizational maintenance shop (OMS/AMSA), 279 SM Unheated Storage Facility (UHS), with 9,755 SM Military Equipment Park (MEP), 8,826 SM DEPMEDS training site, and supporting roads to serve as headquarters of the 99th reserve support command and 339th hospital battalion. The training center shall have two wings; one wing shall contain three floors, the other wing shall contain two floors. The training center is expected to be a steel frame structure, with masonry exterior walls and a sloped, standing-seam metal roof. The exterior will be mainly brick veneer and glass, with areas of pre-cast concrete, metals panels, and other materials for aesthetics. The training center will include private office space, open office space, classrooms, library, learning center, assembly hall with kitchen, unit storage space, physical readiness, locker rooms with showers, arms vault (no ammunition), photo lab, medical wing, mechanical space, break rooms, data closets, electrical closets, and an elevator. The OMS/AMSA building shall contain ten maintenance bays with an overhead 7.5 ton crane, offices, storage, flammable materials storage, and supporting spaces. Construction shall be similar to training center. The UHS shall be a pre-engineered metal building for storage of non-perishable military equipment. The MEP area is paved for the unit's military vehicles. The DEPMEDS area is a gravel area for field hospital training. The parking lot will accommodate 370 new car spaces. The selected offeror will be expected to provide complete design and construction of a functional, code-compliant army reserve complex, including: sitework, utilities, paving, buildings and systems, fixtures, loose furniture, systems furniture, and equipment. All chairs for the project shall be procured through UNICOR. The project will include security, communications, and fire detection systems. Demolition shall include: buildings, site lighting, and paving. This will be a two phase Request for Proposal (RFP). Phase I will evaluate the following criteria in descending order of importance: experience, technical qualifications and technical approach. Up to five top offerors from phase I will be invited to go forward to Phase II. During Phase II, the score from Phase I will be added to the overall score for Phase II. Phase II will evaluate the following criteria in descending order of importance: Technical requirements of the Phase II RFP, Project Management, Price, and Subcontracting Plan. Phase I will be available as a hard copy solicitation document. Phase II will be available on compact disk (CD) only. Project specification files are in portable document format (pdf), and can be viewed, navigated, or printed using source view. Both software are available on the compact disk. System requirements are: windows 3.1 or higher, 4mb application ram, 4mb hard disk space, and compact disk drive. Design and construction shall be in metric units. The design of this complex shall be accomplished using the Modular Design Software (MDS) developed for the army reserve. MDS training will be offered by the government in three stages: (1) MDS orientation will be presented at the Preproposal Conference for bidding contractors, scheduled on 05 November 1998 in Pittsburgh, PA. (2) the firms which go forward onto Phase II shall receive initial MDS training by government personnel, at the contractor's office, for architects and CADD technicians (up to five personnel) to learn to develop the floor plan for the Phase II submittal. (3) the awarded contractor shall receive MDS training in all disciplines after award of contract, by government personnel, in the contractor's office. The hardware and software requirements to use MDS are as follows: CPU: Pentium 90 or better, ram: 32mb, internal storage: 1.0 GB disk drive or better. External: 2.0x CD-ROM or better, operating system: windows95 or windows NT version 4.0 or higher, Microsoft office 95suite including access version 7.0 database software. CADD: Bentley microstation95 CADD software with Intergraph, IPLOT utilities software for plotting, MDS: version 2.0.16 or higher.
