Haffelfinger, Trina.L.Haffelfinger.1@gsfc.nasa.gov. NASA/GSFC plans to
issue a Request for Quotation (RFQ) for the purchase of an engineering
grade detector assembly. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase
the items from Rockwell Science Center. Rockwell Science Center is the
only company which can deliver this specific array with the required
detector dimensions and associated readout integrated circuitry in the
required time frame. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Interested firms who feel they can submit a qualifications
capabilities statement must demonstrate in their response how they can
meet the following specifications: The contractor shall develop 1K x 1K
Mercury Cadmium Telluride (MCT) arrays with a spectral response from
1.05 -- 1.9 micrometers. The contractor shall bind the MCT arrays to a
suitable Multiplexing (MUX) Readout Integrated Circuit and package the
assembly in leadless chip carriers. The following items shall be
delivered: (1) 4 Quadrant Functional MUX -- 2 week delivery after
receipt of order. (2) All Timing and Operating Documentation -- 2 week
delivery after receipt of order. (3) One Engineering Grade Detector
Assembly with the following Performance Specifications: (6 month
delivery after receipt of order.) (a) Spectral Response 1.05 -- 1.9
Micrometers, Quantum Efficency > 50%. (b) Dark Current less than 1.0
electrons/sec at T=120K. (c) Best Effort Pixel Operability with a Goal
in excess of 95%. (d) Four Quadrants fully operational. (4) Complete
Test Data Package for the above Array -- 6 month delivery after receipt
of order. (5) Test Detector Array for System Evaluation (This array can
be less quality than the array of item 3) -- 5 month delivery after
receipt of order. Oral communications ARE NOT acceptable in response to
this notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
