70 -- DOCUMENT CLUSTERING SERVER AND QUERRY-BY-EXAMPLE SERVER SOFTWARE MODULES TO BRS SOFTWARE SOL 50-PAPT-8-00028, Mod 1 DUE 100798 POC Joan Hanicak, Contracting Officer, 703-305-8069 This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program outlined in FAR 13.6 as well as supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The Patent and Trademark Office intends to modify Contract 50-PAPT-8-00028 with Dataware Technologies, Inc., 8150 Leesburg Pike, Suite 700, Vienna, VA 22182 in order to add two software modules entitled Document Clustering Server (DCS) Software and Query-By-Example (QBE) Server Software as well as annual software maintenance for both products. The software packages are components to the BRS Search Software for which Dataware is the developer and only source. Additionally, the PTO intends to modify the foregoing referenced contract in order to provide for the configuration services required to implement both software components. It is estimated that approximately 150 days of services will be required. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference contract 50-PAPT-8-00028, Modification 1. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-8, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A firm fixed price commercial item contract will be awarded utilizing simplified acquisition procedures. A proposal shall be delivered to the Patent and Trademark Office, Office of Procurement, 2011 Crystal Drive, CPK 1, Suite 810, Arlington, VA 22202, Attention: Ms. Joan Hanicak, no later than 2:00 PM (EST) on October 7, 1998. The proposal shall also include a completed copy of the provision at 52.212-3 "Offeror Representation and Certifications-Commercial Items".
