ANNOUNCEMENT MARINE CORPS COMMAND, CONTROL AND COMMUNICATIONS BAA No.
N66001-99-X-6900. Space and Naval Warfare Systems Center San Diego The
Space and Naval Warfare Systems Center, San Diego (SSC-SD) issues this
Broad Agency Announcement (BAA) under the provisions of the Federal
Acquisition Regulation (FAR 6.102(d)(2)). SSC-SD is interested in
receiving applied research and development proposals related to the
development of Low Probability of Intercept/Detection (LPI/D) Tactical
Electronic Devices (TED) with unique performance and waveform. This
program aims to perform technical demonstrations and to assess the
feasibility of advanced concepts, techniques, and technology which can
provide an increase to the overall warfighting capabilities of the
U.S. Marine Corps at the below-Company tactical level. The basic
characteristic of the TED is that it is inherently a squad radio used
for internal communications below Company level. The larger concept,
and the venue that leads to the TED label,is that the device is modular
in design and may perform functions in addition to that of a two-way
radio. In its baseline role the TED will provide (1) increased LPI/D
from interceptors in the local vicinity, (2) minimal or no supporting
infrastructure, (3) configuration and ease-of-use consistent with
highly mobile squad level operations and (4) operations that are not
compromised if a unit is lost. Three copies of all proposals must be
received by SSC-SD Bid Office, Code D21B, 535770 Silvergate Avenue,
Bldg A33, Room 0061, San Diego, CA 92152-5112 no later than 3:00 PM PST
04 NOV 98. The cover letter for each submission must include: company
name and address, at least one technical and one contractual point of
contact with voice and fax phone numbers, and a title of the
submission. Award decisions will be based on an evaluation using the
following criteria in descending order of importance: (1) Overall
technical/scientific merits of the proposed development in response to
the baseline roles of the TED indicated above, including evidence that
the TED can be completed as stand-alone device or have its functions
transition to other DoD radio programs such as JTRS; (2)
Technical/developmental risk -- including evidence that the objectives
are achievable and the Government's ability to leverage other
developmental efforts; (3) Corporate risk -- including capabilities,
related experience, past performance, facilities, techniques, or unique
combinations of these, which are integral factors to achieving the
proposed objectives. (4) Realism of the proposed cost and availability
of funds. Proposals shall be submitted in the following format: 8.5 x
11 inches, single or double spaced, in at least ten point type,
margins not less than one inch, one-sided printing and pages numbered.
Proposals shall be formatted in two volumes, a technical (Volume One)
and cost (Volume Two). The Government recommends that Volume One be on
the order of 25 pages including graphs and figures, and include a
one-page summary of any proprietary claims to results, prototypes or
systems supporting and/or necessary for the use of research, results
and/or prototype. If there are no proprietary claims, this section
shall consist of a statement to that effect. Resumes are not counted
towards the 25 page recommendation. Offerors must state in their
proposal (preferably on the cover page) that it is submitted in
response to this BAA. Cost proposals should provide a yearly break out
of costs by labor (per labor category/employee), indirect costs,
materials, supplies, travel, equipment, other direct costs and fee if
applicable. This procurement is unrestricted as to entity size and
type. Small/Small Disadvantaged Businesses, Historically Black Colleges
and Minority Institutions are encouraged to submit proposals. The
standard industrial classification code is 8731 with the small business
size standard of 500 employees. In addition, contract proposals that
exceed $500,000 submitted by all but small business, must be
accompanied by a Small, Small Disadvantaged and Women-Owned Small
Business Subcontracting Plan in accordance with FAR 52.219-9. Proposals
should be formatted (technically and for costs) to allow for a base
contract year plus two (2) one-year option period. The Government
anticipates funding of approximately $1,000,000 for each year. Multiple
awards may be made as a result of the BAA. Exercise of options will be
dependent upon technical progress and a series of review points and
decision points occurring during the base contract period. The review
points will not be limited to, but will include: (a) progress toward
maintaining minimal size, weight, and power consumption; (b) progress
in maintaining covertness and range performance guidelines; (c)
progress in electromagnetic compatibility (EMC) with other fielded
electronics; and (d) progress in maintaining cost and schedule
estimates. The Government assumes that the selected contractor(s) will
have future commercialization opportunities for systems developed
under this program. For that reason, theselected contractor(s) should
share in funding the project. Thus, cost sharing type agreements are
envisioned as a result of this BAA. These types of agreements could
include cost-sharing, cost reimbursement contracts; or grants,
cooperative agreements, or other transactions. Proposals submitted in
response to this BAA should address the type of vehicle recommended by
the contractor and provide a rationale for that selected type of
vehicle. There will be no formal request for proposal (RFP) or other
solicitation with regard to this BAA nor does the issuance of this BAA
obligate the Government to fund any subsequently invited proposals nor
to pay any proposal preparation costs. The Government reserves the
right to accept a submitted proposal and negotiate for contract award
up to 24 months from the date the proposal is due. For technical
