existing fire alarm system, determination of NFPA requirements,
feasibility study & recommendations for providing this protection
through expansion of the new addressable fire alarm system currently
installed in some locations throughout the Medical Center, construction
phasing recommendations, planning, consultation and visits, design
work, preparation of contract drawings and specifications, preparation
of cost estimates and construction period services as necessary for
demolition, construction, inspection, testing and certification of all
work for Project 534-99-102, Replace Fire Alarm System, at the Ralph
H. Johnson Dept. of Veterans Affairs Medical Center, 109 Bee Street,
Charleston, SC, 29401-5799. Project is intended to complete the
replacement of the old zone system by expanding the addressable fire
alarm system currently in place at some locations in the Medical
Center, eliminating the dual systems we now have in operation.
Discipline involved is primarily fire protection, but may include
electrical, mechanical, and structural disciplines. All professional
services shall be a part of the design team announced in the SF 254s
and 255s. SIC: 8712. Estimated construction cost: $257,656. Specific
evaluation factors, not in priority order shall be: 1) Team proposed
for this project: Professional qualifications of the entire team in the
area of Fire Protection/Fire Alarm Systems are necessary for the
satisfactory performance of the required services. The team will be
given particular attention for its overall coordination; previous
experience in working together as a team; and estimating capabilities.
Individual members of the team will be considered for their
professional qualifications and experience relevant to the project. 2)
Previous experience of the proposed team: Prior experience by all
members of the team in the design of alterations, maintenance, and
repair projects, development of conceptual designs, and preparation of
construction documents including estimates and specifications.
Specialized experience and technical competence by all members of the
team in health care facilities, government agencies, and the Department
of Veterans Affairs facilities. 3) Proposed design approach for this
project: Proposed design philosophy, anticipated problems and potential
solutions. 4) Proposed management plan: Team organization for
conceptual, design, and construction phase. Ability to meet project
specific design deadlines. 5) Location and facilities of working
offices within a 150-mile radius of Charleston, SC, including the prime
firm and consultants. 6) Other: Techniques planned to control the
schedule and costs, personnel responsible for schedule and cost
control, estimating effectiveness of the 10 most recently bid projects,
AutoCAD Release 13 capabilities, Internet accessibility, past
litigation involvement, etc. A/E firms are required to respond in
writing if interested and shall submit a completed SF 254 and 255. SF
254's are NOT kept on file atthis VAMC. Firms responding to this

9, 1998, will be considered. Firms selected for interview will be
requested to present their approach for this project & demonstrate
