stamps, stamp products and many other services offered by the Postal
Service have grown, the Postal Service has acquired from advertising
and marketing agencies a wide variety of advertising media products.
Many of these media products are in digital format or can be easily
converted into digital format in a fashion that can be displayed in
Post Offices. In an attempt to address the problems and opportunities
of Postal Service customers waiting in line, and the availability of
digital media and media products, Digital Signage equipment (DSE) has
been identified as a potential asset. Obtaining and installing
effective and efficient DSE has been contemplated in three preliminary
stages. Phase I, resulted in the installation, and the evaluation of
DSE installed in three locations, two in Austin, Texas. The 1'x2' Kiosk
is installed in the two Austin Postal Stores. Phase II, this
requirement, encompasses expanding DS to as many as fifty sites across
a range of some thirty-five metropolitan areas to both traditional
Post Offices, and renovated Postal Stores. This phase will end with an
evaluation of the results, the efficiency/effectiveness of the DS at
accomplishing specified Postal Service objectives. Phase III is
expected to encompass a much larger area, and as many as 100 sites, and
may take place in FY-99. If such phase is successfully implemented,
then additional phases are contemplated for 1,000 sites, 2, 000 sites.
Then, at some point, nationwide implementation, which may involve
8,000 sites, or more. The U.S. Postal Service believes it has
identified and solicited all the potential sources capable of
delivering the requirement, and is in the advanced stage of evaluation
offers received in response to the solicitation for: 1) Development
and delivery of messaging for display on digital signage equipment
(DSE), 20 each five-six minute loops, with option for another 20
five-six minute loops, and 3 options for 56-84 5-6 minute loops; 2)
Delivery and installation of 70 units of a combination of the following
operating digital signage equipment, a) >50" Kiosks, b) Digital
Menuboards, c) Clarity Singles, d) Gas Plasma, all offered with out
right purchase price, six month lease price, lease with option to
purchase price ( and option purchase price), and lease to ownership
price, all with options for 120 units of combination, and for 1800 to
12,000 units; 3) Operation and Maintenance of DSE and messaging for
fifty locations, 12 months, with four 12 month options for from 150 to
1200 locations; 4) Supervision and Management Performance of the total
requirement, initially for 12 months and 50 locations with four 12
month options including from 50 to 1200 locations; 5) Evaluation and
Analysis for an initial period of ten months with three 12 month
options. The base contract period will include 70 DSE units, 50
locations, in about 35 major metropolitan location across the United
States. While a single supplier providing the total requirement, with
the exception of Evaluation and Analysis, is preferred, multiple awards
will be considered. Though the later stages of evaluation are underway,
the Postal Service will consider discussing the requirement with
potential offerors who believe they have the resources, experience, and
capability to deliver the described requirement at best value. To be
