This is a combined synopsis/solicitation for commercial items prepared
in accordance with FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is a request for proposals under
solicitation number 7FXI-W7-98-SO64-N. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-02. This solicitation is not set aside for
small business. The list of contract items is as follows: CLIN 001:
Parcel Manifest and Conveyor System at the SWDC in Ft. Worth, Texas.
GSA is seeking proposals to provide equipment, install, test and
commission an automated conveyor system and 4 Parcel Metering Systems
which will support multi-carrier processing for small parcel shipments.
The metering systems should be able to support at least six conveyor
sort spurs (i.e., support diversion of packages to the proper sort spur
after metering). The vendor provided Host Metering System(s) will link
between the parcel metering systems and the GSA computer system via
LAN connection for information transfers. GSA plans to purchase the
conveyor system and lease the metering equipment for 48 months with
full service contract. GSA reserves the right to turn-in postage tape
machines with a 120 day advanced notice. GSA will provide the work
desks, phone lines, and cabling from host computer to work stations in
the warehouse. Metering System Hardware Requirements: 1. Pentium 200
MHz CPUs with >2GB hard disk drive (sufficient speed to process
>10 packages per minute). One for each metering station. 2. 17"Color
Monitors. One for each metering station and one for the host. 3. 0 to
200 pound Ball-top scales. One for each metering station. 4. Hand Held
Bar-code Scanners. One for each metering station. 5. Report Printers.
One for each metering station. 6. Keyboards. One for each metering
station and one for the host. 7. Postage Tape Machines. One for each
metering station. 8. High Speed Label Printers (4 x 6 minimum size).
One for each metering station. 9. One spare Keyboard, Label Printer and
Hand Held Scanner will be needed on site (either provided as part of a
lease or purchased with equipment). 10. One Host Server/Processor,
with an explanation of factors affecting how the host is/can be
connected to the four stations (i.e., via existing LAN, are there any
distance limits) Metering System Software Requirements: 1. The system
must offer multi-carrier capability with standard rates and services
for at least UPS, RPS, FEDEX, U.S. Post Office and some LTL carriers.
Propose how the system can handle any new "non-standard" carriers. 2.
EDI compliant for RPS and UPS. 3. The system must be certified to
produce the needed bar coding and EDI file transfers required by all
small package carriers used by GSA. 4. USPS mail manifesting if needed
or Postage Tape. GSA will have the choice. 5. Must be able to handle
special government discount rate for all carriers. 6. Drop shipping
(i.e. zone skipping) of parcels at another SPC Hub. 7. Weight
verification of orders against preexisting data to identify parcels
that exceed defined expected criteria. 8. Real Time Import and Export.
9. RPS and UPS Carrier bundling for the Hundredweight Program. 10.
Must be able to produce all needed shipping documents especially
shipping labels and all necessary bar coding. 11. Default method of
shipment, Inquiry/Void Transaction. Metering System Operational
Requirements: 1. Must describe how information is transferred from the
Host system to each parcel metering system. 2. Provide in full detail
how a parcel is processed without operator intervention (any operator
key stroke requirements) if all information is bar-coded. 3. Provide
in full detail from beginning to end what the operator will do to
process a shipment. What they will see on the screen while they are
doing each step if information is not bar-coded. 4. Describe how
carrier rates are changed and the softwareupdates are processed? 5.
Describe your process to handle service related or operational related
issues and whether there is a charge for operational issues. 6.
Describe what training will be provided, length of training and whether
it is included in the price. 7. Installation of system must be
completed within 60 days after agreement on notice to proceed with
agreed design. Conveyor System Requirements: 1. Multiple (at least 6)
sortation lanes. At least one lane must have the ability to telescope
into a truck. 2. A system capable of manifesting Small Package Carriers
on two of four metering stations with limited or no operator
intervention. 3. Overhead trash removal conveyor belt (or equivalent)
over repack stations. 4. The ability to handle 5,000 to 6,000 packages
per 8 hour shift. Package weight range is 8 ounces to 150 lbs..
Package cube range is .03 to 5.4. 5. Accumulation conveyor areas for
two tape machines and two or three banding machines. 6. Designed to
maximize the efficiencies of vertical (small item) storage and
retrieval systems. 7. Designed to efficiently operate within 20,000
square feet of warehouse space (i.e. approximately half of the 40,000
square feet within warehouse 9 section F). 8. An overpack/repack area
for preparing shipping cartons that contain less than bulk pack issue.
9. Packing line access simultaneously for multiple personnel. 10.
Entry point to conveyor for sealed parcels requiring no additional
packing. 11. GSA will have final design approval. 12. Warranty of
equipment for one year after installation for replacement of defective
parts and for 90 days for labor costs associated with parts
replacement. 13. All components shall be standard "off-the-shelf"
design and manufacture and shall be readily available. 14. Contractor
is responsible for determining electrical requirements to operate the
system in a safe and efficient manner as specified by all applicable
codes. The contractor is responsible for, all material and manpower to
accomplish this work. This includes any upgrades toelectrical power
and all connections to make the conveyor operational. 15. Spool or line
shaft conveyor is unacceptable. 16. Startup assistance from the
contractor. 17. Shop and layout drawings for in-house maintenance on
the conveyor system. 18. Maintenance manuals. 19. Installation of
system must be completed within 60 days after agreement on notice to
proceed with agreed design. There will be a mandatory on-site visit
conducted on October 15, 1998 at 9:00 AM at the Greater Southwest
Distribution Center in FOrt Worth, TX. Failure of offeror to attend

criteria included are technical capability, price, and past performance

applicable to this solicitation, 52.203-6, Restrictions on
Subcontractor Sales to the Government, 52.203-10, Price or Fee
Adjustment for Illegal or Improper Activities. The Contractor agrees to
comply with the FAR clauses applicable to commercial services which the
COntracting Officer has incorporated by reference to implement the
provisions of law or executive order applicable to the acquisition of
commercial items or components: Clause 52.222-41, Service Contract Act
