U.S. Postal Service is aggressively moving toward the accomplishment
of the following goals :l) Improve Customer Satisfaction, 2) Improve
Employees and Organizational Effectiveness, and 3) Improve Financial
Performance. Under prior contract, the Postal Service instituted
massive training, and development of Quality Teams throughout
Headquarters and operating areas throughout the United States. The
continuation of this massive effort requires the support of well
grounded, experienced, and capable quality experts, herein called
"Quality Professionals" in numbers exceeding forty at any one time.
Such persons must be skilled and experienced in the more sophisticated
Quality Tools and techniques necessary to implement the key elements
the objective management system. Quality Professional will provide TQM
support: 1) to Postal Service Managers and their staffs, who will
design, implement, and improve key business processes through training
on basic and advanced quality methods, techniques, and tools.; and, 2)
to quality management teams, which will learn and apply quality
methods, techniques, and tools in process management, and process
improvement initiatives. Quality Professionals will develop process
management systems, and develop and facilitate process improvement
projects to achieve identified business results. Additionally, Quality
Professionals will employ the major quality tools, which include, but
are not limited to, the following: 1)Application of Statistical
Process Control; 2) Benchmarking; 3) Quality Function Deployment; 4)
Failure Modes and Effects Analysis; and 5)Design of Experiments. The
Quality Professionals must be offered in three categories: 1)Quality
Professional-1 (70% of total requirement (OTR)); 2) Quality
Professonal-2 (Six Sigma Black Belt Qualified); 25% OTR); and 3)
Quality Professional-3 (Six Sigma Master Black Belt Qualified) 5% OTR.
The offeror must categorize its offered Quality Professional in one of
the three categories based upon a consideration of the following: 1)
Demonstrated successful performance, considering TQM tools used, number
of projects, magnitude of prior efforts, and period of experience; and
2) Education and training, considering college, quality certificates,
nationally recognized quality certifications, and recognition.
Competency/quality of Quality Professionals is an important factor in
the evaluation process. To be favorably considered for award, offerors
must: 1) demonstrate capability to identify a minimum of forty
qualified Quality Professional and provide resumes together with
written promises of availability; 2) provide evidence of successful
performance on similar projects of the same or similar magnitude as the
one herein contemplated; 3)must submit a -- (a) Project Management and
Staffing Plan, and (b)Project Management Action Plan, based upon the
content of the solicitation. The present plan is to issue the Request
for Proposal (RFP) on October 9, 1998, and set the closing date for
receipt of proposals for November 2, 1998. To be eligible to be
