(202) 307-0954 This is an update from a previous announcement dated
August 5, 1998. The Federal Bureau of Prisons has a future requirement
for Natural Gas Service at a proposed United States Penitentiary to be
located eight miles south of Pennington Gap in Lee County, Virginia.
The property is located at the junction of US 58 and VA Route 638. The
facility will house approximately 1,500 inmates, warehouse space, and
other generic institutional elements. The Natural Gas Service
connection is required by February 1, 2001. The estimated service
commence date is August 1, 2001. The provider shall agree to sell and
deliver pipeline quality natural gas at a rate of flow estimated at
17,699 cubic feet (cf)/hour (hr). Firm service (uninterruptible) shall
be available for pilot lights, laundry, and food equipment. The
provider shall operate and maintain facilities necessary to provide the
correctional facility with an estimated total annual volume of 33,000
Mcf of natural gas. The design and development connected load is 51,000
cf/hr. The provider shall design the service to include connected load
of 76,000 cf/hr. Actual requirements will not be determined until
after the first year of full capacity operation. The estimates provided
are for the providers benefit and are not meant as a guarantee of
revenue or use. The provider shall deliver the required natural gas
service at 5 psig, to the facility through gas regulator(s) and main
gas meter(s) at the point of connection which will be shown in the
solicitation. The provider shall install gas regulator(s) and meter(s)
of a type to record and distinguish the quantity of all natural gas
consumed by the facility. The term of this contract shall not exceed
ten years. The solicitation will be available on or about October 9,
