mmckeown@dscp.dla.mil. The Defense Supply Center Philadelphia(DSCP)
intends to issue a solicitation for a single test strip for serum blood
glucose monitoring for the Department of Defense (DOD) Basic Core
Formulary. Additionally, the DOD will require the sucessful vendor to
supply monitors and software for downloading patient specific
information that the monitor is capable of recording. Monitors will be
supplied to diabetic educators and other health care providers at
military medical treatment facilities who require the ability to track
compliance and asses patient outcomes. The product must be FDA
approved as of the issuance date of solicitation. The product must also
function using biosensor technology. Prior to issuance of the
solicitation, companies are hereby invited, but not required, to make
presentations about the functional and technical attributes of their
serum blood glucose monitors and test strips at the DOD
Pharmacoeconomic Center, Fort Sam Houston, Texas, between 26-30 October
1998. Information received during these presentations will assist in
identifying the specification and evaluation factors that will be used
to determine the manufacturers that will meet the yet to be defined
requirements of the solicitation. One presentation will be scheduled
for each company. Each presentation will be limited to no more than one
hour. Companies may schedule their presentations by contacting MAJ
Donald DeGroff at the DOD Pharmoeconomic Center, (210) 295-9635 or
295-1271. Companies are encouraged to provide the following information
regarding their product: (1) the memory capability and capacity of the
respective biosensor type monitors (2) the type of packaging available
for test strips (3) information pertaining the time required to obtain
a serum blood glucose test (4) the volume of blood required to
complete a sucessful test and obtain an accurate reading of serum blood
glucose (5) any other infromation pertaining to significant differences
between serum blood glucose test strips and associated monitors. NOTE:
The Government may use information provided during the presentations
when drafting its solicitation. However, all awards will be based on
the offers received in response to the actual solicitation and the
