Contracting Officer: Capt Ed Keller, (310) 336-3641 The Integrated Program Office (IPO) intends to delay the CFI request for proposals for the next phase of the GPS Occultation Sensor (GPSOS) instrument by approximately two months, from the originally scheduled 1 Dec 98 to the revised date of 1 Feb 99. Please be advised that the IPO currently is evaluating the feasibility of alternate acquisition approaches. Any changes to the current down-selection approach will be announced in the CBD. This announcement modifies CBD number 74 for NPOESS' Down-Selection Call For Improvements CFI issued 2 Sep 98. You are advised that an Ombudsman has been appointed to hear concerns from potential offerors during the down-selection phase of the acquisition. The purpose of the Ombudsman is not to diminish the authority of the System Program Director or Contracting Officer, but to assist in communicating offeror concerns, issues, disagreements and recommendation to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
