requested to assist with an ongoing business case analyses. Naval
Surface Warfare Center, Crane is looking for business to share
cost/rate information to accomplish the Morale, Welfare and Recreation
(MWR) function for various departments on center. The contractor shall
manage, operate and maintain sports, recreation, leisure, and other
related activities and programs including facilities and equipment.
Activities included are gymnasium and fitness center, youth and
community programs, retail outlets, food service outlets, bowling
center, swimming pool and other indoor and outdoor sports, recreational
and leisure instructional activities. The positions that are being
studied are: MWR Manager, MWR Management Assistant, Administrative
Clerk, Recreation Aid (Indoor and Outdoor), Administrative Assistant,
Recreational Specialist, Lifeguard and Camp Counselor. All personnel
providing services to children are subjected to the Crime Control Act
of 1990 (Public Law 101647), as amended by Public Law 102-190 dated
12/91 and submit to criminal history background checks in accordance
with DOD Instruction 1402.5. Key Personnel qualifications are: MWR
Manager Must have a minimum of four-year degree from an accredited
college or university in recreation or a closely related field or the
equivalent experience. Must be qualified in first aid and
cardiopulmonary resuscitation (CPR). MWR Accountant/Management
Assistant -- Must have experience in Non-Appropriated Funds Accounting
or equivalent experience, and extensive knowledge and experience with
the Recreation and Mess Central Accounting System (RAMCAS). Must
possess knowledge of formatting and producing completed budgets.
Lifeguard Must have a minimum of two years experience as a lifeguard
with American Red Cross Lifeguard Training or American Red Cross
Lifeguard training Instructor certifications (includes lifesaving,
first aid, and cardiopulmonary resuscitation (CPR)). Must be qualified
as a Water Safety Instructor (WSI) with current certification from the
American Red Cross. Camp Counselor Must have a minimum of one-year
experience as a youth program counselor or junior counselor. Preferably
higher education degree or course work directly related to youth
programs or elementary education. Must be qualified in first aid and
cardiopulmonary resuscitation (CPR). Administrative Clerk Performs
administrative tasks to ensure the smooth operation of the branch.
Assist with various types of correspondence. Assists mangers with
monthly inventories and product pricing. Maintains a database of
inventory and price control information. Responsible for taking minutes
at meeting. Is responsible for maintaining all files, manuals,
instructions, directives and other records. Must have knowledge in
general office functions and various aspects of recreational
operations. Must have word-processing skills. Must be proficient in
math and be able to operate general office machines. Recreation Aid The
primary function of this position is to perform customer service. In
conjunction with the management, will insure the condition of the
facility is acceptable and all equipment is functional. Will notify
management of any discrepancies noted in the area so corrective action
could be taken. All information gathered will be used in a comparison
to determine the most efficient method of doing business. All
information that is shared will be kept confidential. Information will
be compared with current government rate, private industry and rates
mandated by the Department of Labor. The place of performance will be,
Crane Division, Naval Surface Warfare Center, Crane, Indiana. Site
visits are not being scheduled at this time. The necessity of a site
visit will be determined after the information gathering process is
