Real Estate Indefinite Quantity Services will be awarded for a two
years base period with three one year renewal options with individual
work orders being issued. Work will consist of providing Real Estate
Services in support of real estate and facility activities. Services
may include the following: (1) real property appraisals, (2)
feasibility studies, (3) site planning and evaluation reports, (4)
leasing alternative quarters, (5) leasing built-to-suit quarters, (6)
outleasing and subleasing, and (7) real property tax reviews and/or
appeals. Work orders for the above described services will be issued by
the Major Facilities Office, Memphis, Tennessee. The Major Facilities
Office's areas of operation are as follows: (a) Allegheny Area:
Delaware, Part of New Jersey, Ohio, and Pennsylvania, (b) Great Lakes
Area: Illinois, Indiana, and Michigan, (c) Mid-Atlantic Area: Kentucky,
Maryland, North Carolina, South Carolina, Virginia, West Virginia, and
Washington, DC, (d) Midwest Area: Iowa, Kansas, Minnesota, Missouri,
Nebraska, North Dakota, South Dakota, and Wisconsin, (e) New York Area:
New York, and Puerto Rico, (f) Northeast Area: Connecticut,
Massachusetts, Maine, New Hampshire, Rhode Island, and Vermont, (g)
Pacific Area: California, and Hawaii, (h) Southeast Area: Alabama,
Florida, Georgia, Mississippi, and Tennessee, (i) Southwest Area:
Arkansas, Louisiana, Oklahoma, and Texas, (j) Western Area: Alaska,
Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Oregon, Utah,
Washington, and Wyoming. Each work order will be negotiated as an
individual project. Work orders for any one project cannot exceed
$50,000, and the contract cannot exceed $250,000 for each 12-month
contract period. The contract may be renewed for three one-year renewal
periods providing the total contract amount does not exceed $1,000,000.
Offerors may submit proposals for any or all areas; however, no offeror
shall received more than one contract award. Offerors must locate their
office within the geographical area for which their proposal is
submitted, or must establish a full service business office in that
area within one month after contract award. Proposal/price evaluation
criteria will be evaluated (each discipline's hourly rate) after firms
have been qualified under the qualification evaluation. Offerors must
have a minimum of five (5) years commercial real estate and/or
consulting experience in the geographical area specified. Awards will
be made based on the proposals most advantageous to the Postal Service.
Technical evaluations will be made based on: (1) Real Estate Experience
(Maximum 45 points), (2) Staffing (Maximum 30 points), (3) Financial
capability (Maximum 25 points) in descending order of importance.
Participation of minority-owned and woman-owned businesses in the U.S.
Postal Service Real Estate Indefinite Quantity Services Contract
selections is encouraged. Questions during the proposal period --
including questions involving any actual or apparent conflicts in the
Solicitation documents -- should be addressed to: Major Facilities

with the original copy mailed the same day. The solicitation package
will be made available October 6, 1998. Proposal due date is 4:00 p.m.,
November 17, 1998. Cost of the solicitation package is $25 per set for
Priority Mail service (2 to 3 days), $50 per set for Express Mail
service (next day). All charges are non-refundable. If you desire a

solicitation number on your request. Offerors are encouraged to submit
their proposal using one of the methods offered by the Postal Service
(First Class, Priority Mail, Express Mail.) To expedite receipt of
solicitation packages, FAX a copy of your check or money order before
mailing it. If FAX is received before 1:00 p.m., the solicitation
package can be mailed that day. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract form this
solicitation. Submissions will not be retained or returned. This Real
Estate Indefinite Quantity Services Contract solicitation package will
be available for inspection at F.W. Dodge, Inc. This is a negotiated
procurement; therefore, offers will not be publicly opened, and no
information will be released to the public until after contract award.
