Sources are being sought and information requested to assist with an ongoing business case analyses. Naval Surface Warfare Center, Crane is looking for businesses to share cost/rate information. The business area that is under study is Missile Test/Repair and Overhaul. The contractor shall provide and manage all personnel, material, and travel to perform the tasks associated with Missile Test/Repair and Overhaul Services. The positions being studies are Electronic Technician and Ordnance Equipment Mechanic. The place of performance will be, Crane Division, Naval Surface Warfare Center, Crane, Indiana. Performance requirements: Electronic Technician Work typically involves a variety of electronic equipment repair, directly supporting all Armed Forces Missile Stinger Program. Performs electrical testing on full-up live Stinger Missiles, TOW Missiles, Redeye Missiles and SMAW weapons systems. Performs instrumentation and test station set-up, checkouts and calibrates system. Must be capable of performing troubleshooting, analysis and repair of complex electrical and electronic instruments and test stations. Responsible for collecting and organizing repair data. Assists higher level personnel in design, fabrication, checkout and proofing of test stations. Provides technical advice and guidance to lower level technicians and Ordnance Equipment Mechanics on problems encountered in fabrication and repair operations of electronic ordnance components. Must travel to other Military Installations to perform Maintenance and electrical testing of ordnance components of missile and missile systems. Reviews, evaluates and approves the certification/repair/maintenance and/or configuration and integrity control of electrical test equipment and fixtures to ensure compliance with the project requirements. Maintains inventory record and calibration of all electrical equipment and acts as equipment custodian. Conducts training and gives exams monitoring soldering processes and workmanship to insure conformance to MIL-STD-2000. Will certify personnel holding a Category G solder certification in conformance with MIL-STD-2000. Must have a basic knowledge of electronic theory and operation of electronic equipment. Knowledge of test procedures, block diagrams and interconnect diagrams in order to set up test equipment. Must recognize problems and referred to a higher level when necessary. Must have ability to analyze trends and develop corrective actions that will preclude recurrence of failure. Must have an understanding of ordnance items as they relate to and work with Electrical Explosive Devices (EED). Requires teaming with other technicians or maintenance personnel to develop new techniques, approaches, documentation or equipment to meet requirements. Ordnance Equipment Mechanic Under the direction of the production manager, will provide technical guidance to a work team in the disassembly of all-up missile rounds into subassemblies as necessary in order that parts repair, parts replacement or configuration changes can take place. Missiles to be repaired or altered include: Stinger (basic and RMP), TOW (Basic, I TOW, II TOW and IIA), Dragon (Generation I and Generation II) and Redeye. Use of special tools and fixtures are necessary during the disassembly and reassembly processes. Maintains inventory of spare parts, consumables, tools, etc. and insure that new material is ordered and received in a timely manner. Must have a thorough knowledge of the TOW missile modification processes and the Dragon and Stinger missile maintenance processes. Must have experience in missile systems overhaul and maintenance. Must record and calculate test data. Must be capable of reading and interpreting drawings, sketches and diagnostic information. Must operate from Standard Operating Procedure (SOP) and Technical Manuals and must be able to relate the technical information to the specific types of problems encountered. Must be able to pass on technical information and directions to other workers. Must be certified in explosive. Must be capable of performing inspection of missile rounds before and during disassembly to determine parts requiring repair. Uses test equipment such as continuity checkers and battery checkers, to determine status of components. Performs all-up-round testing on missile using either fixed or mobile test equipment. Testing includes determination of missile's target acquisition and loss based upon its known performance capabilities. Other test includes electrical tests and cryogenics flow rate measurements. The contractor shall provide all personnel, material, and travel to perform the tasks associated with the repair, testing and overhaul of missiles The contractor will be required to provide proof of required certifications and training. All information gathered will be used in a comparison to determine the most efficient method of doing business. All information that is shared will be kept confidential. Information will be compared with current government rate, private industry and rates mandated by the Department of Labor. Site visits are not being scheduled at this time.
