requested to assist with an ongoing business case analyses. Naval
Surface Warfare Center, Crane is looking for business to share
cost/rate information. The business area that is under study is Small
Arms Repair Services. The contractor shall provide and manage all
personnel, material, and travel to perform the tasks associated with
Small Arms Repair Services. The positions being studies are:
Supervisory Mechanical Engineering Technician, Equipment Specialist,
Production Controller, Mechanical Engineering Technician, Small Arms
Repairer and Engineering Technician. The place of performance will be,
Crane Division, Naval Surface Warfare Center, Crane, Indiana.
Performance requirements: Supervisory Mechanical Engineering
Technician/Branch Manager Must plan, develop, schedule, direct and
present objective information to the Directorate Director,
NAVSEASYSCOM, NAVAIRSYSCOM and other officials as needed. Is
responsible for all funding issues. Must establish goals and policies
concerning the small arms operation. Must assign work based on
priorities, selective consideration of the difficulty of assignments,
facility limitations and capabilities of employees. Must provide
guidance and instructions to employees in both technical and
administrative matters. Shall identify training needs. Is responsible
for all personnel actions, complaints and grievances. Must effect minor
disciplinary measures. Must negotiate tasking issues with sponsors.
Personal contact with sponsors must include the ability to gain and
provide information and data on weapons, mounts and small arms and to
work out teaming arrangements with other Navy and Marine Corps
Activities. Must have a technical background and detailed working
knowledge of small arms/minor caliber weapons. Must have experience in
the development, fabrication, modification and use of tooling,
gauging, function and accuracy testing and fixtures. Equipment
Specialist Must initiate procurement actions, monitor repairables,
materials and monetary assets. Formulates statistical analysis of real
and projected production requirements and provides technical support
to the division. Is responsible for the broad equipment stages of the
small arms repair maintenance such as: preproduction, production, usage
and disposal. Is responsible for all material deficiency reports (DPR)
pertaining to equipment and parts, must recommend corrective action.
Reviews, updates and establishes budgetary cost estimates for small
arms and minor caliber weapons. Submits and maintains a parts listing
for inventory control points. Monitors possible work stoppages and
recommends corrective actions to avoid untimely delays. Researches,
compiles data, establishes and maintains a nomenclature of replacement
repair parts, tooling and consumable list for individual small arms
and minor caliber weapons. Must have a practical and technical
knowledge of repair, disassembly and assembly procedures of the various
types of small arms and minor caliber weapons. Must know technical
functions of repair parts and components for weapons systems,
preservation, resurfacing equipment, special tooling and fixtures. Must
have the ability to interpret and use technical specification
standards, blue prints and drawings of small arms/minor caliber weapons
for technical validity. Production Controller Coordinator of the
repair/overhaul of all small arms/minor caliber and match conditioned
weapons. Must formulate statistical analysis of real and projected
production requirements and provide technical support to the branch.
Must provide technical advice and assistance to the Branch Manager on
SPCC repairable requirements, maintenance of funding and workload
documents, prepares and provides monthly status reports, receives and
routes follow-up on all SPCC messages. Must coordinate the semi-annual
SPCC workload conference. Independently study compilation and
application of production data methods. Must conduct follow-up actions
for past due requirements to determine if any project scheduling
changes are needed. Conducts and evaluates vendor sources for
substituting weapons parts, response time, prices and delivery
schedules. Is responsible for review of defective material, initiates
a Defective Product Report (DPR) to recommend corrective action.
Responsible for shipping logs and records. Must maintain accurate
inventory on serial number accounting system for all weapons and
components. Must have a broad range of knowledge and experience
necessary to coordinate the induction, tracking, material management
and the total repair process of standard small arms. Mechanical
Engineering Technician Spends 50% of their time developing the approach
required of the end product such as selection of approach, concept,
design and parts, assemblies or accessories which will result in a
superior weapon. Redesigns standard assemblies or component parts to
obtain more precise fit, greater strength, better balance and smoother
operation. Determines appropriate materials based on function,
required strength, hardness, and similar considerations. 30% of time
spent performing repair on all types of match, sniper and special
purpose weapons. This includes modifying existing parts and/or
assemblies using machine tool operations such as lathe turning,
milling, grinding, polishing and honing, to obtain the desired fit or
finish. Profiles, threads, chambers, headspaces, and laps replacement
barrels. 10% of time designs, manufacturers or modifies machine and
bench jigs, reamers, special tools and various holding, alignment, and
measuring fixtures. 5% -- Must act as Range Officer for the test
firing of match, sniper or special purpose weapons and ammunition. 5%
-- Diagnosis problems and corrects them in such a manner as tailoring
weapons to fit individual users needs. Must have knowledge of
mechanical engineering principles pertaining to design, modification,
fabrication, and testing of small arms weapons and ammunition. Small
Arms Repairer Performs the work operations necessary to make diagnostic
repairs, conversions, modifications, complete rebuilding/adjustment and
testing on a variety of small arms weapons, associated mounts and
accessory equipment. Responsible for visual and manual inspection of
weapons to determine extent of repair work. Disassembles weapons using
various hand and power tools. Must have knowledge in gauging parts.
Assists engineers in performing test on weapons and ammunition which
have malfunctioned, evaluating and summarizing the cause of the
malfunction. Engineering Technician Is responsible for supervising and
controlling firing done on the indoor and outdoor firing ranges.
Plans, directs and controls all firing on the outdoor range, ensuring
the safety and safety oversight of all range operations. Schedules with
the Fire Department to provide a standby fireman at the range when
firing tracer or incinerary type ammunition. Supervises the set up for
function firing and provides instructions for an effective and safe
testing environment. Is solely accountable for all ammunition on the
test range by type, caliber, lot and quantity. Conducts classes in
safety and explosive certification for all small arms, minor caliber
weapons (MK38 25MM), ammunition, and laser and night vision devices.
Identifies and initiates outdoor range improvement and modification.
Must respond with appropriate procedures in the event of an accident or
security violation and generates a report for each incident. The
contractor shall provide all personnel, material, and travel to perform
the tasks associated with the repair and testing of small arms
services. The contractor will be required to provide proof of required
certifications and training required. All information gathered will be
used in a comparison to determine the most efficient method of doing
business. All information that is shared will be kept confidential.
Information will be compared with current government rate, private
industry and rates mandated by the Department of Labor. Site visits are
not being scheduled at this time. The necessity of a site visit will be
determined after the information gathering process is complete.
