Transportation System in Oklahoma City, Oklahoma has a requirement for
the procurement of Commercial Cellular Telephone Service. This is a
combined CBD synopsis/solicitation for commerrcial items on a fixed
price basis prepared in accordance with Federal Acquisition Regulation
Subpart 12.6 as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation.
Proposals are being requested and a written solicitation will not be
issued. This solicitation number MPSAO-1999-1091 is issued as a Request
for Quotations (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Regulation Circular 97-7. The Standard Industrial Classification code
is 4812 and the Small Business Size Standard is 1,500 employees. The
Government reserves the right to award this contract to a small
business depending upon responses to this soliciation. Price will be
evaluated based on ratesand service area covered. Technical capability
will be evaluated on how well the quotation meets the Government
requirements as stated in this solicitation. This solicitation includes
by reference the clauses at Federal Acquisition Regulations (FAR)
52.212-1, Instructions to Offerors-Comercial Items (June 1997); FAR
52.212-4 Contract Terms and Conditions-Commercial Items (Jan 1997); FAR
52.212-5 Contract Terms and Conditions Required to Implement Status or
Executive Orders-Commercial Items (Aug 1996). The clause FAR 52.212-
3, Offeror Representations and Certifications-Commercial Items (Jan
1997) shall be completed and returned with the contract offer. No
addends apply. NON-PERSONAL SERVICES: The contractor shall provide
service 24 hours per day, seven days a week, in the continental United
States for a period of 11 months begining November 1, 1998. Service
shall be provided as follows (1) commercial cellular phone service for
a minimum of 20 cellular phones in the Oklahoma City Oklahoma area on
a monthly unlimited usage flat rate basis; (2) commercial cellular
phone service and associated roaming fees for incoming and outgoing
calls for all areas not serviced by the contractor on a flat fee per
minute of airtime basis. All long distance charges will be billed by
the the prime contractor at a fair and reasonable market rate. The
contractor shall provide a service area map showing the home calling
area and all expanded calling areas served by the contractor. The
Government shall provide all cellular phones for service purchased at
award and clauses FAR 52.245-1 Property Records and FAR 52.245-5,
Government Furnished Property (short form) are included by referance
and apply to this solicitation. All interested resposible parties may
fax a proposal to this office no later than 4PM CDT October 23, 1998.
