services as it relates to occupational safety, industrial hygiene,
medical services, environmental, and emergency response at NASA-Ames
Research Center. The functional areas to be supported under this
requirement are: comprehensive medical services, exercise and health
maintenance facilities; employee assistance program; occupational
safety; industrial hygiene; health physics; construction safety; fire
protection engineering; fire extinguisher maintenance; safety, health
and environmental training; injury/illness data management;
environmental compliance; hazardous waste management; environmental
conservation; environmental restoration; pollution prevention;
emergency response for hazardous materials, safety, industrial hygiene,
and radiation mishaps. This synopsis is for information and planning
purposes only. This is not a request for proposal. Interested firms are
invited to respond by October 31, 1998 to Teresa Monaco, Contract
Specialist, Mail Stop 241-1, Moffett Field, CA 94035-1000 with
information concerning their qualifications/capabilities to perform the
work as described below. No telephone calls will be accepted. The
contractor will be required to provide services in all of the
disciplines listed above. More specific responsibilities are as
follows: Medical and Exercise Facilities -- provide initial emergency
medical treatment for Civil Service personnel, Contractor personnel, or
visitors who become ill or injured on Center property. Provide
comprehensive occupational medical services, general medical exams for
Civil Service employees; physical fitness programs, counseling
resources, supplies and equipment to maintain and improve the health of
the Center's employees. Industrial Hygiene (IH) -- provide
comprehensive industrial hygiene program services including:
evaluations of research projects and facility operations to identify
potential harmful exposures to chemical, biological, radiological and
physical agents; conduct exposure monitoring when appropriate and
recommend controls; coordinate IH programs including respiratory
protection, hearing conservation, chemical hazard communication,
confined space entry and other typical industrial hygiene programs and
services. Provide all types of laboratory services available in the
market. Provide certified professionals in key areas such as lead,
asbestos and industrial hygiene. Safety, Health and Environmental
Training -- develop, implement and maintain a comprehensive safety,
health, environmental training program for a large diverse employee
population. Provide certified trainers when needed such as crane
training, etc. Safety -- conduct work place safety inspections; review
project and facility plans for compliance with OSHA and NFPA
requirements; coordinate safety training programs; monitor construction
activity for safety compliance; track mishap/lost time injury
incidents; assist with emergency response planning; and research safety
standards for Center personnel. Provide expertise to develop, operate
and maintain electrical safety, lockout/tagout, forklift, cranes, heavy
equipment, traffic safety, facility safety, machine guarding and other
typical safety programs. Provide certified professional as needed.
Radiation -- provide comprehensive radiation program development and
implementation for compliance with Nuclear Regulatory Commission
requirements for Ames Research Center, Moffett Complex and Dryden
Flight Research Center. Conduct inspections, training, audits, manage
radiation safety committee, training, provide radioactive waste
management and disposal services, laser safety, microwave safety, RF
safety, and other typical ionizing and non-ionizing radiation safety
programs and services. Provide certified professionals as needed. Fire
Protection Engineering -- Provide comprehensive fire protection
engineering services such as design reviews, building permit reviews,
systems testing, training and other typical fire protection services.
Includes providing fire protection servicing and maintenance.
Construction Safety -- Provide comprehensive construction safety
services to construction projects. Provide design reviews, building
permit reviews, inspect construction sites, manage and track findings,
resolve field safety issues, crane safety, construction safety
training and other typical construction safety programs and services.
Injury/illness data management -- Provide expertise to manage all types
of industrial hygiene, safety, and medical data for analysis,
reporting, etc. Environmental Compliance -- support the Center in
complying with Federal, State and Local environmental regulations;
coordinate environmental programs including air quality permitting,
multi-media inspections of research operations and facilities,
contingency planning, hazardous materials management plan development,
industrial waste water permitting; compliance with storm water permit;
chemical inventory; toxic gas management; and in general serve as a
technical authority on environmental compliance issues. Hazardous waste
management—pick up, package and coordinate recycling, treatment
and disposal of all hazardous waste generated on Moffett Field; provide
waste containers/labels/packaging materials; manage Uniform Hazardous
Waste Manifests for all disposals; maintain computer database for
tracking of hazardous waste management costs, etc. (note: Moffett Field
is not a Treatment, Storage, and Disposal (TSD) facility) Environmental
Conservation -- provide management of special, rare, threatened, and
endangered species and their habitat; manage wetlands programs,
including resource management and permitting; and assist the center in
implementation of NEPA, coastal zone management and related programs.
Environmental Restoration -- conduct sampling and analysis of soil and
groundwater; prepare reps and maps; maintain and operate GIS; manage
underground storage tank compliance programs; conduct studies; and
operate groundwater treatment systems. Pollution Prevention --
coordinate onsite recycling and reuse programs, promote reduction in
use of hazardous materials, prepare P2 reports and plans, including
Form R reports; and enhance pollution prevention. Emergency Spill
Response -- respond on 24-hour basis to hazardous materials spills
ranging from small quantities of petroleum hydrocarbons to releases of
toxic substances requiring level A response. This also includes
emergency response for hazardous materials, safety, industrial hygiene,
and radiation mishaps/concerns. The place of performance for the work
required shall primarily be the NASA-Ames Research Complex at Moffett
Field, CA and Crows Landing, CA. Other duties include temporary travel
to work at other locations such as other NASA Centers or Headquarters.
Services shall be provided to NASA and other resident agencies and
contractors. Anticipated period of performance is five (5) years:
December 19, 1999 to December 18, 2004, consisting of a base year and
4 one-year options. Include in your response whether your concern is a

Industrial Classification (SIC) code for this acquisition is 8744. The
small business size standard is $20M in annual sales (based on average
