The Air Force Research Laboratory (AFRL) anticipates a competitive acquisition for services to provide management of Research and Development Technical Support (Technicians), Facilities Management, Displays and Graphics Support, and Technical Information (Library/STINFO/Technical Editing) functions for the Air Vehicles, Human Effectiveness, Materials and Manufacturing, Propulsion, and Sensors and Information Technology Directorates at Wright-Patterson Air Force Base, Ohio. This is part of a Government cost comparison to determine whether accomplishing the specific work under contract or by Government performance is more efficient and cost-effective. If Government performance is determined to be more efficient and cost-effective, this solicitation will be canceled and no contract will be awarded. All sources capable of providing these services are being sought. In addition to the information provided below entitled "Capabilities Package," responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) Code 8731(size standard 1,500 employees). Sources with 8 (a) status or otherwise classified as a small disadvantaged business should address their status in their responses. There are a total of 129 authorizations in the study. This acquisition includes the following four functional areas: 1) Research and Development Technical Support (Technicians): Responsible for providing technical support to the research and development efforts within the technical directorates of AFRL at Wright-Patterson AFB. The directorates perform research within a wide variety of facilities ranging from full-scale aircraft structures, to full-scale engine component, to molecular beam epitaxy processing and materials coupon evaluation and testing. The technical support of these programs involves, but is not limited to, the design, fabrication, installation, modification, operation, and calibration of over 20 state-of-the-art research facilities and test equipment such as full-scale turbine engine research facilities, subsonic aerodynamic wind tunnels, full-scale aerospace structure stress testing, and electronic device processing in a class 100 clean room. Support is also required for the research, development, and application of advanced instrumentation and analysis techniques such as non-intrusive laser diagnostics and computational fluid dynamics verification. Research and development equipment acquisition and control in support of the technical efforts mentioned above is also required. Technical support and expertise is provided to other Air Force, DOD, NASA, other governmental agencies as well as industry in the areas of aerospace research and testing techniques through cooperative and technology transfer programs. This functional area will include approximately 50% of the effort associated with the procurement. 2) Facility Management: Facilities Management is responsible for Real Property Building Management, facilities maintenance, facilities modification support and Equipment Maintenance Management. Duties include acting as focal point for items such as corrosion control, utility conservation, key and lock control, parking lot control, grounds maintenance. In addition, this function is responsible for managing the laboratory instrument centers, directing and controlling the Laboratory Precision Measuring Equipment Program, tracking preventative maintenance and preventative maintenance inspections of equipment within the research facilities and buildings, and developing and maintaining equipment management data systems. This functional area will include approximately 30% of the effort associated with this procurement. 3) Technical Information ( Library/STINFO/Technical Editing): The Technical Library is responsible for providing comprehensive, state-of-the-art technical information and reference support to scientists, engineers and management involved with research in propulsion, air vehicles/flight dynamics, weapon systems, electronics, human engineering and materials using commercial and government publications, databases and other sources. Technical library provides collection management of over 1 million items that involves a) the evaluation, budgeting, and acquisition of technical items; b) the automated circulation and cataloging; c) the maintenance and safeguarding of sensitive or limited distribution materials; d) providing Internet access, web page design and maintenance; e) document delivery; f) interlibrary networking; g) preparing usage reports and analyses; h) development and promoting of new products and services to meet user information needs and format requirements; and, i) provides library related training to customers. STINFO /Technical Editing is responsible for overseeing and facilitating the scientific and technical information (STINFO) program process for in-house and contractor-generated, unclassified and classified including SECRET documents (approximately 1,000 annually). Duties include: a) document tracking; b) performing integrity, format, compliance, substantive, language edits; c) printing and authorized distribution; d) training on document preparation; e) providing oral and written guidance; f) obtaining release clearances for limited or classified documents; g) liaison with the Defense Technical Information Center and local offices including Public Affairs, Freedom of Information, Security, Government Printing and Foreign Disclosure. Responsible for maintaining Air Force and AFRL planning, budgetary and organizational documents with duties to include acquisition, organization, security safeguards and authorized distribution as warranted to AFRL customers, DOD contractors and potential contractors. This functional area will include approximately 10% of the effort associated with the procurement. 4) The Displays and Graphics Support: Provides visual information advice, assistance and production relating to displays and technical exhibits for scientific conferences, symposiums, air shows, public information, etc. through the following services: a) display/exhibit design, production and shipping services; b) audio-visual equipment control, minor maintenance and loans; c) utilization, warehousing, and loaning display panel systems; d) setting up and taking down, displays, technical demos, drapery and rigging exhibit components, locally and at remote locations; e) travel for display customer support; f) computer equipment use, control, minor maintenance and software upgrades; g) in house fabrication of custom display parts; h) graphics arts products and services; i) hazardous materials tracking, receiving and disposal; j) researching and maintaining materials inventory; k) digital color and b/w copying, scanning and printing; l) interior sign design and production by machine or hand lettering; m) computer files management and network transfers of electronic artwork and graphic products; n) vehicle control and operations of cubevan, forklift, tractor trailer; o) photographic and audio visual production in support; p) web page design and maintenance; q) electronic information marquee input and administration. This functional area will include approximately 10% of the effort associated with the procurement. Capabilities Package. PLEASE ADDRESS ALL AREAS. All interested firms should submit a capabilities package that outlines the firm's capabilities in providing all of the above mentioned services. Contractor is required to provide all management and labor required for the operation and management of the functions listed. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Previous experience in all 4 areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 20 single-spaced, 10 point type pages.
