(i) This is a combined solicitation/synopsis for commercial harbor tug services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation N00033-99-R-1003 (previously synopsized as N00033-98-R-1014) is issued as a sole source Request for Proposals to Hvide Marine. (iii) The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-05 and Defense Acquisition Circular 91-13. (iv) The solicitation is a sole source procurement and is not set aside for small business concerns. (v) Items and Options: CLIN 0001: FIRM CONTRACT PERIOD (twelve months) -- 0001AA First Tug Service Rate; 0001AB First Tug Hourly Rate; 0001AC First Tug Cancellation Fee; 0001AD First Tug Overtime Premium ($ per fifteen minutes). CLIN 0001BA Second Tug Service Rate; 0001BB Second Tug Hourly Rate; 0001BC Second Tug Cancellation Fee; 0001BD Second Tug Overtime Premium ($ per fifteen minutes). CLIN 0001CA Third Tug Service Rate; 0001CB Third Tug Hourly Rate; 0001CC Third Tug Cancellation Fee; 0001CD Third Tug Overtime Premium ($ per fifteen minutes). CLIN 0001DA Fourth Tug Service Rate; 0001DB Fourth Tug Hourly Rate; 0001DC Fourth Tug Cancellation Fee; 0001DD Fourth Tug Overtime Premium ($ per fifteen minutes). CLINS 0002 though 0005 -- Repeat CLIN/SUBCLINS of CLIN 0001, for Option Periods One through Four (vi) Description. This solicitation is for U.S. flag tugs to perform harbor services in support of military and commercial vessels in the Port Everglades area. 1. The Contractor shall meet the following requirements, which correspond to MSC Tugwork 98 (rev 1) which has been provided separately and shall form the basis for any contract award. (1) Box 1: Minimum of four tugs meeting requirements of reference TUGWORK 98 (rev 1) and paragraph (5(a) ) below. One tug shallbe capable of achieving multi-directional minimum bollard pull specified below (e.g., z-drive or cycloidal propulsion units). (2) Box 2: Area of performance: Port Everglades, Fort Lauderdale, Florida area (3) Box 3: Commencement date: 1 Oct 98, or earlier, if mutually agreed. (4) Box 4: Performance period: Firm period of about twelve months (about 5 October 98 through 30 Sep 99). Four additional one-year options. (5) Box 5: Terms/conditions/provisions added, deleted, or modified: (A) Part III, TUGWORK TERMS AND CONDITIONS (Addendum to FAR 52.212-4): Make the following changes: (i) Subparagraph (a)(4)(a) ("notification"), first sentence, page iii-2: delete the words "on two hours notice" and replace with the words "as specified in this subparagraph". Second sentence, page iii-2, delete the words "two hours notice" and insert the words "the required notification". Add new final sentence as follows: "The Government will generally provide twenty-fours notice, however, two tugs, one conventional and one tractor tug, shall be available with one hour notice for emergency support. A third tug shall be available with three days notice and additional tug(s) shall be available with seven days notice." (ii) Subparagraph (a)(5), second line: Delete the words "within the same zone upon two hours notice" and insert "in accordance with the notification periods specified above,". (iii) Subparagraph (c)(1)C ("Fendering (Surface Vessels)" and (D) ("Configuration (Surface Vessels)", insert: "(Applies to tugs which will not be providing support to submarines)" after title of article. (iv) Subparagraph (c)(1)G, ("Communication/Navigation Equipment"). Delete second sentence and insert: "Tugs shall be able to communicate on Harbor Channel (VHF Channel 14) with harbor pilots." (vi) New subparagraph (c)(1)I: Insert new subparagraph: "I. "Horse Power/Bollard Pull". Conventional tugs shall have a minimum shaft horsepower of 1,200 lbs. Multi-directional tug shall have 100,000 lb. minimum bollard pull ahead and 70,000 lb. in all other directions." (vii) New subparagraph (c)(1)J: Insert new subparagraph: "J. Operating Franchise. The Contractor shall have or obtain a current operating franchise issued by the Port Everglades Authority. (viii) New subparagraph (c)(1)L. Insert new subparagraph: "L. Tugs Supporting Submarines. Two tugs must be configured and fendered to support submarines in accordance with articles (c) ("Fendering (Surface and Subsurface Vessels") and (d) ("Configuration (Surface and Subsurface Vessels") of part V(a), page V-1,"Tug Specifications" which are incorporated into the solicitation. (vii) DATE AND PLACE OF DELIVERY. Port Everglades Florida, upon contract award. (viii) INSTRUCTIONS FOR RESPONDING TO THIS SOLICITATION are provided in TUGWORK 98 (Rev. 1) ("FAR 52.212-1, "Instructions to Offerors-Commercial Items (APR 98) (tailored pursuant to FAR 12.302)"). (ix) EVALUATION CRITERIA. Evaluation criteria is provided in TUGWORK 98 (rev. 1) (FAR 52.212-2 "Evaluation Commercial Items"). Insert new second sentence in paragraph (a): "Alternate proposals regarding pricing structure, tug characteristics and contract terms and conditions will be considered by the Government." Insert the following in paragraph (a)(1): For evaluation purposes only, the Government will develop an evaluated price, which will be based on the estimated operational tempo below and comprised of the tug service rate, hour rate and overtime premiums, plus any other costs identified in each proposal. For planning purposes only, without guarantee, it is estimated that there will be 80 call-outs per year, each call-out averaging one hour and requiring two tugs.
