George/Pkwtp/[937]257-7298 Construction Refurbishment, Aeronautical Systems Center, Foreign Military Sales Office (ASC/PKWTP) is contemplating the acquisition of one (1) construction requirement at King Fahad Air base in Taif, Saudi Arabia. This 160 day acquisition encompasses the relocation of existing storage/shelves units, construction of classified storage areas; installation of various security features, including cipher locks and dead bolts; and the design-fabrication of fuel tank stands and dispatch consoles with status boards for three existing aircraft shelters (DS-7, GS-7 and GS- 10) to activate the 65th Aircraft Maintenance Unit (AMU) at King Fahad Air Base. The estimated cost of the proposed acquisition is between $ 25,000 and $100,000. The contract type anticipated is Firm-Fixed Price (FFP). The contractor shall provide labor, material, equipment, transportation and supervision to perform this effort. The successful contractor must possess a current Saudi Arabian Ministry of Commerce Commercial Registration. Therefore, only those registered to do business in Saudi Arabia will be considered for award. The closing date for submission of proposals is 45 days from release of the Request for Proposal (RFP). The approximate issue/response date will be 20 OCT 1998. The anticipated award date will be 05 FEB 1999. Written procedure will be used for this solicitation. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
