shall provide all labor, materials, supplies, materials, equipment, and
supervision, to furnish and install approximately forty (40) custom
built bookcase units, shelves, nosing and trim; one (1) custom built
courtroom wood panel for courtroom seal; and approximately ten (10)
custom built fin tube covers. All items to be built of cherry wood and
cherry wood veneer to match existing. These items to be installed in
various offices at the Robert C. Byrd United States Courthouse in
Charleston, West Virginia. A prototype bookcase must be provided and
accepted prior to issuance of Notice to Proceed. The prototype must be
submitted for approval within twenty (20) calendar days of award of
the contract. The anticipated contract award amount will range from
$30,000 to $70,000. SIC 1799. This is a small business set-aside. A
pre-bid meeting will be held on October 29, 1998, at 10:00 A. M. in
Room 1620 of the Robert C. Byrd Courthouse at 300 Virginia Street,
Charleston, West Virginia. Fax your intent to attend this meeting,
including your name, company name, address and phone number to Mr.
Reginald Smith at (304)347-7079. Fax your request for the solicitation,
available approximately October 22, 1998, to Ms. Lillie Shivel at

number. This solicitation is issued using source selection procedures.
The contract will be awarded to the source whose proposal offers the
greatest value to the government in terms of performance and other
factors. Offers will be evaluated based on the following criteria in
order of importance: (1) Past Performance to include a list of
references for at least three (3) projects of a similar size and nature
completed within the past five (5) years. These projects must have been
performed in a city, state, or federal courthouse. (2) Prior Experience
to include proof of successful woodworking experience associated with
at least three (3) projects of a similar size and nature within the
past five (5) years. These projects must have been performed in a city,
state, or federal courthouse. The contractor shall provide names and
experience history of the team he plans to use on this project. This
team mush have five (5) years of experience on a least three (3)
projects of a similar size and nature in city, state, or federal
courthouses. (3) Management Capabilities to include a resume of the
project manager detailing woodworking experience and supervisory
experience on projects of a similar size and nature in a city, state,
or federal courthouse. A minimum of five (5) years of successful
experience is required. (4) Professional Affiliation to include proof
of membership in woodworking associations or affiliations as the state
or national level for a minimum of the past five (5) years. (5) A West
Virginia Contractor's license is required and must be issued by the
West Virginia Department of Labor. (6) Price: Complete the SF 1442
