Department of Commerce, NOAA intends to repair the Heating,
Ventilation, and Air Conditioning (HVAC) system which includes the
temperature control system at the National Weather Service Forecast
Office in Missoula, MT. The control system is Staefa Controls.
Renovation of the HVAC system will include, but not limited to,
renovation of the heating, ventilation, and air conditioning system
that includes the temperature control system, installation of SCR
controls, provide DDC control of SCR, repair primary damper operation,
calibrate space temperature sensors, relocate space temperature
sensor, install low ambient controls to operate condensing units,
install current sensing switch to monitor compressor status, integrate
with DDC system, install new annunciator panel, demo existing panel
and repair wall to match existing surfaces, repair wiring connection at
space temperature sensor, install temperature sensor to monitor duct
air temperature connecting to DDC system for monitoring only, remove
and install flexible duct diffusers, repair AHU to provide design
airflow, repair air smoke detectors, reconfigure existing control
system to provide for new Sequence of Operation, provide logic
diagrams, provide remote access software, provide all necessary
modifications to ensure DDC system is Y2K compliant, provide 4 hours
site specific training for personnel on use of the Temperature Control
System, Upgrade smart boards to allow for simultaneous local and
remote access, supply static pressure point value, rescale supply
static pressure point valve at DDC system, provide and install new
14,400 baud modem. The government intends to contract this procurement
with Staefa Controls. This procurement will be acquired under the
authority of 41USC253 (c) (1). The Government will evaluate responses
from any qualified source capable of supplying this procurement on the
following criteria. 1)The controls equipment shall be by the same
manufacturer of the existing controls system. 2) The software installed
must be licensed software of the existing controls manufacturer. 3) The
contractor must furnish a warranty on the control hardware by the
controls manufacturer. 4) The controls manufacturer must have a factory
trained service representative withing 4 hours driving time of the
Weather Forecast Office. 5) All work on the controls system shall be
done by factory trained technicians of the existing controls system.
