Corps of Engineers intends to award a contract to replace the main
hoist controls with Variable Frequency Drive (VFD) systems on two
identical gantry cranes located on the spillway on the Bonneville Lock
and Dam Project in Cascade Locks, Oregon. The main hoist motor on the
gantry cranes are 60 hp, 460V, 60 Hz wound rotor motor. The contractor
shall remove and dispose of all the control equipment and resistor
banks, including the enclosures associated with the main hoist. The
motor shall be testing and based on the results, shall either be re-
insulated or rewound at an approved motor repair shop. The secondary
windings shall either be shorted internally or connected to a fixed
secondary resistance as determined by the contractor in order to
provide an operating system. The contractor shall design, fabricate,
and install a new VFD system for the main hoist motor on each crane
along with a new load cell system. The new control system shall allow
for local control at the base of the crane and allow for provisions to
remotely operate the main hoist through the Project's existing PLC
system. Additional work items include the replacement of the master
control switch, indicating lights, shoe brake, refurbishment of the
band brake, and replacement of the reversing starter cabinet for the
main hoist trolley motor on each hoist. Some of the existing equipment
to be removed contains asbestos and minor asbestos handling and
disposal will be required. This procurement is 100% set-aside for small
business concerns, the size standard for which is 750 employees. The
solicitation will be issued on or about December 1, 1998. Request for
Quotations will be due on or about January 4, 1999 at 4:00 p.m. Award
will be made on a best value basis. All responsible sources may submit
