Naval Air Warfare Center Weapons Division (NAWCWPNS) Point Mugu, CA is
soliciting competitive proposals for a miniaturized Memory Modulator,
otherwise known as a DRFM. The DRFM covers an instantaneous bandwidth
either in the 3.05 to 3.55 gigahertz frequency range. The DRFM shall
be capable of receiving and memorizing a continuous wave, frequency
modulated or phase coded radar signal. The DRFM shall be capable of
coherently retransmitting the memorized radar signal with a fixed or
progressive time delay. The DRFM shall be capable of producing various
combinations of Electronic Attack techniques such as, but not limited
to, Pipeline, Pull-off and Delay, Stretched Pulse or Multiple False
Targets. The time delay (range) shall be enabled in either opening or
closing false target directions. The DRFM shall be programed via an
RS-232 interface. The mode type and parameters shall be entered
utilizing an interactive menu or a specific command line sequence. The
DRFM shall be capable of storing 15 programs. The 4-wire remote
interface shall command any of the 15 programs. The programs will be
stored in non-volatile memory. The unit must also meet stringent form
factor, weight, and power consumption requirements. The contract will
be for 1 Each First Article Unit, 1 Lot First Article Testing, 2 Lot
Engineering Manual, and 1 Lot Technical Data. The First Article Unit is
required 45 days after approval of First Article Test Report, and the
First Article Test Report is due 540 days after issuance of Delivery
Order which will be issued concurrent with contract award. Additional
IDIQ production quantities, not to exceed 25 Each units will be
delivered as required on inidividual Delivery Orders at a minimum of 2
Each per month to commence within 300 days after issuance of Delivery
Order. Delivery of all units shall be FOB Destination, Naval Air
Warfare Station, Point Mugu, CA. Copies of the specification will be
