enable potential sources the opportunity to submit information
regarding their capabilities to meet requirements identified herein.
The Defense Contract Management Command (DCMC)is conducting a market
survey and analysis to assess capabilities that exist for development
of Phase II of the Plant Clearance of PCARSS after installation. The
purpose of the PCARSS is to automate the Plant Clearance process for
disposing of excess Government property in the possession of Government
contractors, and to provide maximum visibility of the property, thereby
increasing reutilization of valuable assets. Plant Clearance business
processes are accomplished in accordance with the Federal Acquisition
Regulation Part 45.6. PCARSS is being developed in two phases. Phase I
automates line items, cases, sales, transfers, final dispositions,
requisitions, and transfer of excess inventory data with Defense
Information Services Agency (DISA), General Services Administration
(GSA), and the Material Returns Program (MRP). Phase I successfully
completed the Operational Test (OT)on August 10, 1998, and is currently
undergoing a 90 day Initial Operational Capability (IOC) warranty
period. Full Operational Capability (FOC)is scheduled for November,
1998. Phase II requirements are enhancements to Phase I. Phase II will
add referrals, electronic requisitioning with DISA, GSA, and MRP,
functionality from the DCMC Automated Disposition System (DADS), and
automatic notification to alert property owners that their items have
entered the screening process. The current system consists of a Plant
Clearance Officer (PLCO) Application, World Wide Web (WWW) interfaces
for contractors and screeners, and a Flat File Transfer (FFT)interface
for exchange of data between Plant Clearance Officers and large
contractors. The work to be performed includes requirements
development, system design, development, installation, maintenance, and
management. As a minimum, prospective companies are required to be
Capability Maturity Model (CMM) Level II certified, or have a plan in
place to achieve CMM Level II Certification before project initiation.
All program management shall be conducted at Ft. Belvoir, Virginia.
Contractor staffing requires personnel with expertise in
program/project management, system analysis, database development,
system design, computer networks, information technology,
communications, File Transfer Protocol (FTP), and WWW technology.
Interested and qualified sources may submit a response with
documentation supporting their capability to both develop and maintain
the Phase II portion of PCARSS outlined herein to the Contracting
Officer, Carol R. Leon, at the address listed above NLT October 21,
1998. The Government anticipates a future competitive source selection
