NOTICE OF INTENT TO NEGOTIATE ON SOLE SOURCE BASIS. SOL IN99C-001 DUE
101998 POC Helen S. Mathura, Contracting Officer, (202) 707-8609 The
Library of Congress(LOC)intends to negotiate on a sole source basis
with American Management Systems (AMS), 12601 Fair Lakes Circle, VA
22033 for renewal of software maintenance and continued technical
services for the Federal Financial System (FFS) and Procurement Desktop
System (PDT). The maintenance services includes correction of software
deficiencies and delivery of software patches and new releases for FFS
and PDT. The technical services includes analyzing issues, designing
and developing new reports, designing and developing new interfaces,
training new users, monitoring system performance, and installing new
releases. The LOC intends to solicit and negotiate with only one source
under the authority of FAR 6.302-1. The LOC believes that AMS is the
only vendor that can provide the maintenance and technical service that
will satisfy the agency requirements described above. The period of
performance is expected to be from December 1, 1998 to November 30,
2004. All interested parties may identify their capability to respond
to the requirement by providing supporting evidence that they can
furnish the required specific services without any interruption to the
existing service and added expense that would exceed the total
intended transaction cost. This is a notice of intent and not a request
for proposal. No solicitation is available. Interested vendors shall:
1) include information on the proposed services which clearly supports
the requirements outlined above and; 2) provide itemized pricing that
is sufficient to make a determination that competition is feasible.
Response to this synopsis must be made in writing. All responses
received with 15 days of the date of publication of this synopsis will
be considered. A determination by the Government not to compete this
proposed contract based on responses to this notice is solely within
the discretion of the Government. Responses will only be accepted in
