The St. Louis (Missouri) Housing Authority (SLHA) is soliciting
proposals to provide computer hardware, operating system and
application software, training in the use of these systems and future
support services. All proposed systems must meet the requirements of a
public housing agency. Since 1990 the SLHA has utilized Applied
Digital Data System (ADDS) as the primary system. This system is used
for all phases of computer operation including: general ledger,
accounts payable, accounts receivable, purchasing, inventory, work
order, client reexaminations, applicant process and wait list. We
currently have in place a variety of equipment including dumb terminals
and a variety of printers at the Central Office and at twenty-three
remote sites. The remote sites are connected to our CPU through hard
wiring, leased, ISDN and modem access. All personal computers in use
are equipped with terminal emulation programming (ProComm) and allow
for word processing, e-mail and other localized applications. Currently
we use software written by Creative Computer Solutions, Inc. This
software is written in PICK Basic and runs on an ADDS Mentor 7000
system which utilizes PICK Basic operating software. This sytem is not
used for word processing but does have forms and letter generating
features. The ADDS Mentor 7000 is located in a climate control
environment. The system operates with two 760MB and one 1.2GB hard
drives. Terminal and printer ports are daisy chained together and
connected to the mini-tower. The system has the capacity of 240 serial
connections. The system is also utilizing twenty-five ADDS 4000 dumb
terminals. The Central Office is wired by ARCNET design with coax
cabling. The remote locations are interfaced through seventeen leased
data circuits; five ISDN circuits all are hosted by a MultiTech Systems
Inc. multiplexer (MMH908C/MMH908Ca/MMH908IS) and router. Locations
dialing in are using three Practical Peripheral modems. Each
development location has at least one personal computer and one to
three dumb terminals on site. All personal computers are utilizing
ProComm communication software as terminal emulators. Thirty-six ADDS
and one McDonnell Douglas terminals and keyboards are used remotely.
The SLHA has one Local Area Network server. The operating system for
the LAN server is Windows NT 4.0. Currently the servers are used to
handle the word processing, e-mail and Internet access. The overall
purpose of this solicitation is to achieve Year 2000 compliance.
Solicitation documents will be available for pick-up at the SLHA,
Procurement Section -- third floor, 4100 Lindell Blvd., St. Louis, MO
63108, starting at 10:00 a.m. (local time) October 9, 1998. A
pre-proposal conference will be held at 3:00 p.m. (local time) October
22, 1998, at the SLHA, 4100 Lindell Blvd., St. Louis, MO 63108. The
SLHA will received sealed proposals for the equipment and services
until 3:00 p.m. (local time), November 6, 1998. All proposals must be
received in the Procurement Section by the stated time. All offerors
