Federal Acquisition Regulation (FAR) Part 13.303-1, the Bureau of
Engraving and Printing (BEP) anticipates setting up multiple Blanket
Purchase Agreements (BPAs)in order to fill anticipated repetitive needs
by establishing "Charge Accounts" with qualified sources of services.
BPAs will be established with more than one supplier, if possible, for
services of the same type to provide maximum practicable competition.
Once the BPAs are in place, the BEP will compete each order. The BEP
will consider suppliers whose past performance has shown them to be
dependable, who offer quality services at consistently lower prices,
and who have provided numerous purchases at or below the single
acquisition threshold. Sources are being sought for the following
services for Fiscal year (FY) 1999 requirements, Conservation
preservation of historical artifacts/collection service. These BPAs
will be set aside for small business. Interested vendors shall provide
past performance references, to include a point of contact (POC) with
phone numbers for each, capabilities statements, published price lists
providing hourly labor rates and Government discounts offered. See Note
