OF NAVAL RADIO TRANSMITTER FACILITY, LUALUALEI, NAVAL COMPUTER AND
TELECOMMUNICATION AREA MASTER STATION, PACIFIC, HAWAII. SOL
N00604-99-R-0003 An A-76 cost comparison study is being conducted on
the NRTF VLF/LF function in accordance with the OMB Circular A-76 cost
comparison study. NCTAMS Hawaii anticipates issuing a solicitation for
a five-year contract to test, operate, maintain, repair and support the
NRTF VLF/LF facility at Lualualei, Hawaii. The Standard Industrial
Classification (SIC) Code is 4899 and the small business size standard
is $11 million average annual receipts over a three-year period. Based
on the results of the cost comparison, the Government may elect to
award a contract or to retain the function in-house. In the event the
function is contracted out, the successful offeror must possess the
ability to obtain a SECRET clearance. The requirement is to test,
operate, maintain, repair and support the AN/FRT-74 at the Radio
Transmitter Facility at Lualualei, Hawaii and its antenna is an
operational LF transmitter facility providing strategic and tactical
Communication to Submarine, Pacific Fleet. The AN/FRT-72 Radio
Transmitter Facility at Lualualei, Hawaii and its antenna is an
operational Low Frequency transmitter facility providing strategic and
tactical Communication to Submarine and Surface, Pacific Fleet.
Services shall be provided 24 hours per day, seven days per week. In
the interest of furthering competition under the anticipated
acquisition, interested parties will be given an opportunity to review
and submit comments regarding the Government's draft Performance Work
Statement (PWS) for this effort. The draft PWS will be available on or
about 09 November 1998. Any firm interested in reviewing and commenting
on providing these services should complete the following Contractor
Profile Data Questionnaire. In answering the questions, you may submit
other data to support your answers, however, the minimum requirement
is submission of the company profile data. Written responses must be
