703-235-2121 The USDA Forest Service has a need for investigative
services to conduct approximately 50-70 general administrative
misconduct investigations a year throughout the United States. A
variety of kinds of general administrative misconduct allegations will
be investigated including, but not limited to, fiscal, travel, time
and attendance, or acquisition improprieties; work relationship
problems including allegations of hostile working conditions or sexual
harassment; claims of reprisal for various kinds of protected
activity; misuse of government property, equipment, or official
authority; failure to follow agency direction; and various types of
other misconduct problems. Most investigations should take about 5 days
to complete, but some more complex cases with multiple allegations and
many interviews will take longer. We will ask for all investigations
to commence within 3-5 days of assignment (unless delay is requested by
the FS manager) and for final reports to be submitted within 30 days
unless a more urgent timeframe is established, or unless longer time is
authorized due to the unusual complexity of the investigation. A factor
in choosing a contractor will be the extent to which a contractor has
investigators and offices located throughout the US, so that travel
costs can be minimized. The contractor must have the following:
Ablility to provide investigators for up to 5-8 investigations at any
one time; ability to conduct investigations throughout the United
States, including remote sites; ability to mobilize an investigator
within 5 working days after receipt of a job order; qualified and
experienced investigators with knowledge of the Office of Government
Ethics Standards of Conduct for Federal Employees, OPM Personnel
Regulations, GSA Travel and Property Regulations, Federal Privacy Act
provisions, and EEO laws and regulations; access to investigators with
specialized skills in the areas of grants, computers, accounting,
human resources, sexual harassment/eeo, and contracting and
procurement; and availability to provide testimony at hearings or in
court cases if required. This is a request for information only. A
formal solicitation will be synopsized and issued at a later date.

General information relative to your ability to meet the evaluation
factors and scope of work 2) Pricing structure, i.e., how charge -- by
hour, case, etc. 3) Size of business in terms of average gross
receipts for the past three years, whether women owned or socially and
economically disadvantaged, 8(a) and Standard Industrial Code (SIC) 4)
