FOR COMMENTS -- PROFESSIONAL AND TECHNICAL LEVELS IN REQUEST FOR
PROPOSALS The Environmental Protection Agency (EPA) is seeking industry
comment. In the past, when soliciting proposals for Agency contracts,
EPA has sometimes specified the "Professional" and "Technical" levels
(P4, P3, T1, T2, etc.) of the personnel labor classifications the
Agency concluded were necessary to perform the requirements of the
Statement Of Work (SOW). The following are examples of these
descriptions: PERSONNEL QUALIFICATIONS PROFESSIONAL (1) Level 4 --
Plans, conducts and supervises projects of major significance,
necessitating advanced knowledge and the ability to originate and apply
new and unique methods and procedures. Supplies technical advice and
counsel to other professionals. Generally operates with wide latitude
for unreviewed actions. Typical Title: Project Leader, Chief Engineer
Normal Qualifications: Ph.D. Degree or equivalent; and Experience: 10
years or more in discipline (2) Level 3—Under general supervision
of project leader, plans, conducts and supervises assignments normally
involving smaller or less important projects. Estimates and schedules
work to meet completion dates. Directs assistance, reviews progress
and evaluates results, makes changes in methods, design or equipment
where necessary. Generally operates with wide latitude for unreviewed
actions. Typical Title: Project Engineer, Group Leader Normal
Qualifications: Masters Degree or equivalent, and Experience: 6-12
years in discipline TECHNICIAN (1) Level 3 -- Performs non-routine and
complex assignments. Works under general supervision of a scientist or
engineer. Performs experiments or tests which may require non-standard
procedures and complex instrumentation. Records, computes and analyzes
test data, and prepares test reports. May supervise lower level
technicians. Typical Title: Senior Technician Experience: 6 years or
more (2) Level 2 -- Performs assignments that are normally
standardized. Operates testingor processing equipment of moderate
complexity. May construct components or sub-assemblies of prototype
models. May troubleshoot malfunctioning equipment and make simple
repairs. Extracts and processes test data. Typical Title: Technician
Experience: 2-6 years EPA intends to discontinue the practice of
specifying the "Professional" and "Technical" levels in its Request for
Proposals (RFPs). Instead, the Agency will clearly define and describe
its requirement in the statement of work. Prospective offerors will
have discretion to propose the technical strategies and the requisite
staffing they feel are most appropriate to meet the Agency's stated
