construction of an Administrative Headquarters Building for Naval
Reserve Readiness Command, Region 16, Minneapolis/St. Paul Int'l
Airport. The work includes integrated site development and all
incidental related work to provide a complete and usable facility. The
project consists of a 1,408 sq meter (15,156 SF) building including
mostly administrative area, an auditorium, exercise room, lounge,
locker/shower room, and some storage area. The Administrative areas
will include open office areas, private offices, conference rooms and
file storage. The building must have a brick veneer and conform to the
exterior architectural standards of the ARS. Comprehensive Inteiror
Design services will be required. Exterior features include utilities,
landscaping and privately owned vehicle (POV) parking. The facility
must conform to the Americans with Disability Act. The Government
intends to award a Best Value Contract, Price and Technical Factors
being considered. Phase I: Proposers will be evaluated on Past
Performance, Technical Qualifications, Management Approach, and Small
Business Subcontracting Effort. The highest rated proposals, typically
3 to 5, will advance to Phase II. Phase II: Qualificied proposals will
be evaluated on price and technical basis. The estimated cost range is
$1,000,000.00 to $5,000,000.00. The SIC Code is 1542. The FSC is Y119.
This project is UNRESTRICTED. If a large business is selected for this
project they must comply with FAR 52.219-9 regarding the requirement
for a subcontracting plan. The naval Facilities Engineering Command's
Subcontracting Goal is for 62.1% of the total subcontracted dollars to
go to Small Businesses, 11% to Small Disadvantaged Businesses, and
