Topographic Engineering Center intends to procure a laser-based
topographic mapping system which will be mounted and operated in a
DHC-7 aircraft. This system will be used as part of the Rapid Terrain
Visualization Advanced Concept Technology Demonstration (RTV ACTD). As
such, a commercially demonstrated system is sought which can meet the
stated requirements with minimal (or no) modifications. The system
should be a laser radar-based system which can measure terrain
elevations under the aircraft flight path, including a capability to
measure to either side of the aircraft (i.e., a simple line profiler is
not of interest). The system should include the flight equipment
(including electro-optical head and processing electronics)and all
associated postprocessing software. The final data product should be
X,Y,Z elevation coordinates in the WGS 84 coordinate system (GPS
coordinates). The system will be operated at altitudes of 1000 to 4000
feet AGL (above ground level). The typical ground speed will be 140
knots. The typical ground speed will be used for typical calculations,
but operation at higher and lower speeds must be accommodated. It is
anticipated that the solicitation will be ready for release by 6
