This is a notice of intent to negotiate with the Bell-Boeing Joint Venture Team, 22398 James Road, Patuxent River, MD 20670 on an other than full and open competitive basis for the procurement of engineering and technical support for the V-22 tiltrotor aircraft operational evaluation testing. The operational evaluation testing is scheduled to commence 01 Oct 1999 and continue through 30 Sep 2000. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The Bell-Boeing Team is the designer, developer and sole producer of the V-22 tiltrotor aircraft. Bell-Boeing is the only source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the V-22 tiltrotor aircraft to provide the required engineering and technical support services.
