Army CECOM Night Vision Electronic Sensors Directorate intends to
acquire under the authority of FAR 6.302-1, Only One Responsible Source
and No Other Supplies or Services Will Satisfy Agency Requirements, a
Full Scale ESMC Flight Demonstration. This effort transitions the
existing ESMC sub-scale configuration to a full-scale configuration
through a continuation of the current development and test efforts.
Specific areas of development and test include the lateral expanders,
the explosive neutralization system, and the tear-web arrest system.
This effort will also continue and complete the rocket motor
Insensitive Munition (IM) development and tailor the rocket motor
thrust profile to match the deployment loads associated with the larger
system. ESMC Description: The ESMC consists of a reusable trailer and
an expendable reload. The reload is a self-contained ready to fire
round, containing a rocket motor, and an Explosive Neutralization
System (ENS). The rocket deploys the ENS across the minefield. The ENS
is a net with explosive shape charge munitions at each node, and is
designed to neutralize all surface and buried mines regardless of
fuzing from a safe standoff distance. This requirement is for a
twelve-month contract effort. The Government intends to award a sole
source contract to Tracor Aerospace, located in Austin, TX. See
