requirement for EPA's Partnership Programs Management Review. The
Government intends to award a Firm Fixed Price Contract using the
Simplified Acquisition Procedures of FAR 13 for Small Business Set
Aside. The EPA is FACNET Certified. The Background Statement and
Purpose is hereby summarized. The purpose of this requirement is to:
(1). determine how the decentralized organizational structures of the
EPA's voluntary partnership programs impact the Agency's ability to
manage them efficiently and effectively;(2)gauge the effects of the
decentralized approach on the results achieved through partnership
programs;(3) determine how the structure of the Agency as a whole
impacts efficient and effective voluntary partnership program
management; (4) measure customers satisfaction with the partnership
programs; and(5)assess the impact of similar efforts underway in other
Federal agency and/or the private sector on EPA's voluntary
partnership programs. Partnership Programsare organizationally located
throughout EPA's Headquarters and Regional Offices. Rarely driven by
regulations, the programs have started up through entrepreneurial and
innovative ventures where deemed helpful in meeting and exceeding
environmental goals. The Office of Reinvention and EPA's Reinvention
Action Council are interested in learning the limitation and benefits

Criteria: Award of this contract will be made on a "best value" basis.
Contract price and following factors will be used in making the award
decision: Since it is essential that this review be independent,
contractor proposed staff must not currently be providing direct
