R -- EQUIP AND MAINTAIN THE NLM READING ROOM PUBLIC PHOTOCOPIER FACILITY POC Robin M. Cummings, Contracting Officer, 301/496-6546 The National Library of Medicine intends to modify NLM contract NO1-LM-7-3509 with Digital Access Control, 4433-E Brookfield Drive, Chantilly, VA 20151, under the authority of FAR 6.302-1 and U.S.C. 253(c)(1), to increase the maximum quantity of photocopies made from debit card/patron card photocopiers, reduce the minimum quantity of photocopies made from coin-generated photocopiers, and convert the current debit cards/patron cards to a Photo-ID Library Card System that will be an integrated part of the existing NLM photocopier facility. The new Photo-ID Library Cards will also serve as a photocopy card (debit card) and contain Digital Access Control's proprietary codes required for the vending/cashier equipment and photocopiers currently provided under the contract. The contractor shall provide all equipment and staff for the Photo-ID Library Card system in conjunction with providing the current photocopying services which includes all vending/cashier equipment, staff, photocopiers, and maintenance/support services. The contractor shall transfer any value for photocopying held on the current debit cards/patron cards to the new Photo-ID Library Cards. The Photo-ID System and resulting database will be property of the Government. NLM has determined that Digital Access Control (DAC) is the only firm capable of performing this work. DAC currently has a photocopying system in place at the NLM with the associated DAC-manufactured vending/cashier equipment, therefore the additional quantities to the contract can only be provided by DAC. Since the Photo-ID Library Cards will also serve as the photocopy cards (debit cards) and must be compatible with the existing on-site photocopier facility, it would not be feasible to obtain a Photo-ID Library Card system from another firm other than DAC. Acquiring the additional photocopies and Photo-ID System from another firm other than DAC would not only be more costly to the Government, but also would require all new equipment in order to provide the existing photocopying services in the NLM Reading Room. It has been determined that Digital Access Control is the only firm capable of providing the required Photo-ID System, necessary equipment, staff and additional photocopies within the required time frame.
