Administration, Office of Planning and Information Architecture (IP)
has a requirement for Graphic Design Services. This procurement is 100%
set-aside for small business concerns. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Sic Code 7336 applies and the small
business size is $5,000,000. During the previous year, there were
approximately 20 jobs, ranging from $500 to $10,000 each (the average
cost per job was $5,000). The jobs included any one or combination of
the following services, which vendor(s) hereunder will be requested to
provide: (1) design and procure logos, to include thumbnails, color
concepts, and art boards (with at least 1200 dpi) or film; (2) design
and typeset multiple color or black and white brochures and booklets of
either 6" x 9" or 8 " x 11" sizes (number of pages will vary), to
include thumbnails, color concepts, page proofs, folding dummies, and
camera-ready art boards (RE: Item 4, below) or film; (3) design 8 " x
11" multiple color or black only flyers; (4) produce camera-ready art
that contains at least 1200 dpi, color separated plates mounted on art
boards, clear registration marks, separate plates for each color, and
folding dummies or film; (5) design and produce "two color" kit
folders with pocket and rolodex cards including thumbnails, color
concepts, page proofs, folding dummies, and camera-ready art boards
(RE: Item 4, above) or film; (6) provide pick-up and delivery service.
Vendors are requested to provide the standard cost breakdown for (1)
thumbnail sketches, (2) comprehensives, (3) final camera-ready art (4)
author's alterations (5) deliveries of film output. (NOTE: sketches
and comprehensives may or may not be required for each job.) Vendors
are requested to provide turn-around times and charges for both normal
and rush services for brochures and/or trifolds, books (8 " x 11"),
posters, and others; for deadlines of 2 business days, 4 business days,
6 business days, and 10 business days. For each item, assume that all
text has been prepared and it is necessary to format and design
accompanying graphics and layout. Specify either a dollar amount for
each rush job, or a percentage of the standard pricing, according to
common practices. Specify, any rush charges which apply to deadlines
beyond 10 business days. (NOTE: Occasionally, rush requirements are
received after 5 p.m., or a designer is requested to be available for
consultation between 7 a.m. and 7 p.m.) Technical requirements include,
(1) at least one full-time designer, (2) the ability to use PC and
Macintosh design software packages, (3) the ability to convert files
between both platforms, (4) the ability to provide output in digital
format (jpeg, gif, or other digital format) (5) a familiarity with
Quark Xpress or Page Maker, Adobe Illustrator, Photoshop, Acrobat or
similar packages, (6) ability to provide high quality, innovative
designs, and (7) the ability to design in html, web-site design.
Service requirements are for a high level of customer service including
a rapid response to requirements, creative and flexible solutions to
problems and changes, error-free work that incorporates comprehensive
and well thought-out designs. Deliveries FOB destinations to the GSA
Central Office Building, 18th & F Streets, NW, Washington, DC 20405.
Evaluation Factors: (1) Past performance on similar projects -- submit
a written description and samples of similar work recently performed,
(2) References -- submit a minimum of three previous or existing
clients with names, phone numbers, and types of projects (3) Price --
provide hourly rates, standard cost breakdown for jobs, and cost for
categories of rush jobs. Up to three (3)
indefinite-delivery/indefinite-quantity contracts will be awarded, each
with a base year beginning on the Date of Award through September 30,
1999, and two consecutive one-year option periods. Awards will be on an
"all or none" basis, i.e., vendors should be capable of providing all
of the services required. Each contract will have a guaranteed minimum
of $2,500. Payment by Government Purchase Card (VISA) is authorized.

all evaluation factors, pricing, and include a statement addressing
VISA payment acceptance. The Government will award a contract to the
responsible offeror(s) that are the best value considering technical
capability, past performance and price. Award may be made with or
without discussions. Offers are due by October 26, 1998 at 3:30 p.m.
