The U.S Army Special Operations Command intends to issue a solicitation for a Indefinite Delivery Indefinite Quantity contract with the intent of issuing delivery orders on a firm-fixed-price basis. The intended source is Rockwell International Corporation, Collins Avionics and Communication. This acquisition is in accordance with DOD 4140-1R C6.2 "Exchange or Sale of Non-excess Personal Property consisting of 130 ea CCD-840-18's and King 660 Navigational System Parts for a total of 133ea CDU-900, P/N 822-0948-001. CDU-900's will be used to integrate AN/ARC-220 on the MH-47D and MH-60L aircraft. Delivery is estimated to be 26 weeks after contract award. The following is a list of King 660 Navigation System parts and CCD-840-18. The King navigational parts available to the commercial market on an all or none basis for purchase to the highest offerer. Rockwell possesses engineering expertise and technical data to provide CDU-900's to the Government. Standard Industrial Classification (SIC) Code applicable to this acquisition is 3679. The size standard is 500. The CDU-900's are commercial items. Commercial procedures are applicable at FAR Parts 12 and 13.6. The RFP will be issued no later than 23 Oct 1998 with closing date 23 Nov 1998. The Government does not own technical data for CDU-900's. Rockwell International Corporation owns all design rights and is the only known manufacturer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed contract for CDU-900's are based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct acompetitive procurement.
