56 -- AGGREGATE BASE MATERIAL 1-1/2" COURSE GRADE SOL DAAA09-99-R-2005 DUE 102898 POC Contract Specialist Camilla Poston (309) 782-6525 (Site Code DAAA09) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation is issued as request for proposal (RFP) DAAA09-99-R-2005. 42,587 tons Aggregate Base Material 1-1/2" Course Grade in accordance with the following scope of work. 1. SCOPE OF WORK STATEMENT: Contractor is to furnish all labor, materials, equipment, and supervision to deliver Aggregate Base Materials to Sierra Army Depot, Herlong, CA 96113. All materials shall be delivered in bottom dumps unless specified prior to delivery by the Contracting Officer. All materials shall be wind rowed as directed by crews working on site. Delivery location for this request is to a hard stand site located east of depot warehouses 301-307. 1.1 Delivery Schedule: Delivery is scheduled tobegin on 30 November 1998. However, this schedule may change at any time beginning earlier or later with 10-day notice to proceed or postpone. The contractor shall deliver 2,500 tons per day once the notice to proceed is given. All deliveries shall be through the main entrance to the depot, not through the magazine area. Total materials delivered shall be plus/minus .01% of the required 42,587 tons. 2.0 GENERAL 3. COMPOSITION OF MIXTURE 3.1 REQUIREMENTS: Aggregate Grading requirements shall meet Type "A", 1-1/2" Course maximum, identified below as "Aggregates grading Requirements". The combined aggregate shall conform to the quality requirements given. 3.2 Course Aggregates: Course aggregates, consisting of angular fragments of uniform density and quality, shall have a percentage of wear not to exceed 50 percent after 500 revolutions when tested in accordance with ASTM 131. The amount of flat and elongated particles shall not exceed 30 percent. A flat particle is one having a ratio of width to thickness greater than 3, and an elongated particle is one having a ratio of length to width greater than 3. a. Crushed Stone: Crushed gravel shall be manufactured from gravel particles 50 percent of which by weight are retained on the maximum size gradation specified. b. Crushed Stone: Crushed stone retained on each sieve specified shall contain at least 50 percent by weight of crushed pieces having two or more freshly fractured faces with the area of each face being at least equal to 75 percent of the smallest mid sectional area of the piece. When two fractures are adjacent, the angle between the planes of the fractures must be at least 30 degrees to count as the fractured faces. 3.3 Binder material: Binder material shall consist of screenings, angular sand, or other finely divided mineral matter processed of naturally combined with course aggregate. Liquid limit and plasticity index requirements shall apply to any component that is blended to meet the required gradation and shall also apply to the completed course. The portion of any component or of the completed course passing the No. 40 sieve shall be either nonplastic or have a liquid limit not greater than 25 and a plasticity index not greater than 5. Liquid limit and Plasticity index: Liquid limit and plasticity index requirements stated herein shall apply to any aggregate component that is blended to meet the requirement and also to the aggregate in the completed base course. The portion of the aggregate passing the No. 40 sieve shall be either non-plastic or have a liquid limit not greater than 25 and a plasticity index greater than 5. 4.0 SAMPLING AND TESTING, Aggregates General, Samples of aggregates shall be furnished by the Contractor for approval of aggregate sources and stockpiles prior to delivery if requested by the contracting officer. Times and points of sampling will be designated by the Contracting Officer. A current (within the past 30 days) sieve analysis and laboratory report identifying the proposed aggregates contents and resistance to loading (R-value) shall be submitted along with each contractor bid. Samples and/or laboratory reports shall be the basis of approval of specific sources or stockpiles of aggregates for the aggregate requirements. The Contractor will make all tests necessary to determine compliance with requirements specified herein. Once that the contract is awarded and delivery begins, the contractor shall sample the aggregate base material and provide a sieve analysis on every 2,500 tons delivered. Should the material being delivered appear not to meet the specified requirements the contractor shall provide additional sieve reports and a laboratory analysis for every 2,500 tons of material delivered at the contractors expense upon notification by the contracting officer. The materials that do not meet the contract compliance shall be removed from the depot at the contractors expense. 4.1 Sources of aggregates shall be selected well in advance of the time the materials are required to be delivered. The Contracting Officer shall direct the contractor to make appropriate tests and other investigation as necessary to determine whether aggregates meeting requirements specified herein can be produced from proposed sources. If a sample of material from a new source fails to meet specification requirements, the material represented by the sample shall be replaced, and the cost of testing the replaced sample will be at the expense of the Contractor. Approval of the source of aggregate does not relieve the Contractor of responsibility for delivery at the job site of aggregates that meet the requirements specified herein. 5.0 DELIVERY, STORAGE, AND HANDLING OF MATERIALS. Aggregates. Mineral aggregates shall be delivered to the contractor site and stockpiled in such manner as to preclude fracturing of aggregate particles, segregation, contamination, or intermingling of different materials in the stockpiles. 5.1 Waybills and Delivery Tickets. Before the final statement is allowed, the Contractor shall file with the Contracting Officer certified waybillsand certified delivery tickets for all aggregates actually delivered. 5.2 Class II Aggregate Base: All aggregates shall be clean and free from decomposed materials, organic material and other deleterious substances, and shall be of such a nature that it can be compacted readily under water and rolling to form a firm, stable base. Coarse aggregate is materials retained on the No. 4 sieve; fine aggregate is material passing the No. 4 sieve; and supplemental fine aggregate is added fine material passing the No. 30 sieve. Unless otherwise specified in the special provisions, the aggregate grading shall conform to the following: Type-Class "A"-Grading-1-1/2" inch maximum, coarse. In the tables below, the symbol "X" is the gradation, which the Contractor proposes to furnish for the specific sieve. The proposed gradation shall meet the gradation shown in the table under "Limits of Proposed gradation". AGGREGATE GRADING REQUIREMENTS: Types A-Percentage Passing & Retained-1-1/2" Course Aggregate. Quality requirements -- Contract Compliance -- Resistance (R-Value) -- 78 Min, Sand Equivalent 25 Min, Durability Index -- 35 Min. The aggregate shall not be treated with lime, cement or other chemical materials before the Durability Index test is performed. If the results of either or both the aggregate grading and sand equivalent tests do not meet the requirements specified for Operating range but meet the Contract Compliance requirements, placement of the aggregate base may be continued for four (4) hours or the rest of the day which ever is the shortest duration. However, another day's work may not be started until tests, or other information, indicate that the mixture meets the proper operating range. 5.3 WATER CONTENT OF AGGREGATES. Aggregates being delivered shall not have moisture content that exceeds 5-7 percent. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This procurement is Standard Industrial Classification (SIC) code 5032, small business size standard is 100 employees. The provision at FAR 52.212-1 Instructions to Offerors-Commercial items applies. The provision at FAR 52.212-2 Evaluation-Commercial Items applies. Award will be made to the offeror whose price and recent, relevant record of past performance provides the best value to the government. All offers will be reviewed for technical capability. Only technically acceptable proposals will be considered for an award. Technically acceptable offers will then be evaluated for past performance and price. When compared, price is more important than recent, relevant past performance.
