NASA/LaRC plans to issue a Request for Quotation (RFQ) for PERFORMANCE MODEL SOFTWARE FOR THE DOS PLATFORM INCLUDING SPECTROSCOPIC PERFORMANCE MODEL (NESR & RADIOMETRIC ACURACY) AND INSTRUMENT LINE SHAPE MODEL (ILS) WITH 78 HOURS ENGINEERING SUPPORT FOR INSTALLATION, TRAINING, INITIAL DATA SET AND GENERAL SUPPORT-HALF OF WHICH WILL BE PROVIDED ON SITE AT NASA LANGLEY RESEARCH CENTER. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from BOMEN, QUEBEC CITY, CANADA. THE AUTHORITY IS 10 U.S.C. 2304)(1) OR 41 U.S.C. 253)(1), SUPPLIES AND SERVICES ARE ONLY AVAILABLE FROM THE ORIGINAL SOURCE IN THE CASE OF A FOLLOW-ON CONTRACT FOR THE CONTINUED DEVELOPMENT OR PRODUCTION OF A MAJOR SYSTEM OR HIGHLY SPECIALIZED EQUIPMENT, INCLUDING MAJOR COMPONENTS THEREOF, WHEN IT IS LIKELY THAT AWARD TO ANY OTHER SOURCE WOULD RESULT IN SUBSTANTIAL DUPLICATION OF COST TO THE GOVERNMENT THAT IS NOT EXPECTED TO BE RECOVERED THROUGH COMPETITION. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
