FISC Norfolk Detachment Philadelphia intends to procure one thousand two hundred forty eight software licenses on a sole source basis in accordance with FAR 6.302-1. These licenses are being acquired with Pivotal Software Inc. The licenses consist of six hundred thirty five Pivotal Relationship V2 User licenses, six hundred ten Mobile Client user Upgrade licenses, and three Pivotal Relationship Server licenses. This procurement is being processed on a sole source basis because Pivotal Relationship software is the only Commercial off the Shelf product which will provide active notification and IT-21 data synchronization while also meshing with the pre-existing NAVRESCRUITCOM LAN environment. Pivotal is the only product that allows field recruiters to receive technical updates from, and data synchronization with, the main Enterprise server by logging on to e-mail. No other products have this capability to directly update their information databases. Interested persons may identify their interests and capability to respond to this requirement or to submit proposals. This notice of intent is not a request for competitve proposals. A determination by the Government not to open this requirement to competition based upon responses to this requirement is solely within the discretion of the Government.
